00:00We should have a clear answer on where Tasmania is headed in about two weeks' time.
00:06Jeremy Rockliffe has been recommissioned as Premier after the return of the writs from
00:13the state election.
00:15The Liberal leader visited Government House yesterday and asked to be recommissioned.
00:19As incumbent, the Governor Barbara Baker said he had the right to face a test of confidence
00:25inside Parliament and that test is coming, Labor leader Dean Winter announced yesterday
00:30that he's still looking to form Government and that there will be a no-confidence motion
00:35moved in the Premier when Parliament returns, which will be on Tuesday, August 19.
00:40There had been some speculation Parliament may not return until September, but given how
00:46little Parliament there has been this year due to the unexpected election campaign and
00:52really the uncertainty hanging over Tasmania.
00:55That date has been brought forward so that there can be some clarity for Tasmanians.
01:00This no-confidence motion is going to be a constructive no-confidence motion so it won't just be saying
01:07that the House doesn't have confidence in Jeremy Rockliffe but also that it would then have
01:10confidence in a Labor government.
01:13So both major parties will be looking to the crossbench now to try and secure support for
01:17that.
01:18There's a pretty broad feeling of Tasmania cannot go back to another election.
01:23We've had four of them in the last seven years with a couple of federal elections mixed in
01:28as well.
01:29Tasmanians are pretty weary of elections.
01:31So at the end of this, there will be some kind of government.
01:35It remains to be seen what type though.
01:37The Liberals are the biggest party in the upcoming Parliament.
01:40They have 14 seats with 18 needed for a majority in Tasmania's 35-seat lower house.
01:47That means Jeremy Rockliffe is going to need to find four friends on the crossbench or partners.
01:52He says he's not going to pursue any formal confidence and supply agreements as he did in the last
01:57Parliament.
01:58He's happy to try and govern without those.
02:01Labor, if it wants to form government, it would need the support of the five Greens as
02:06well as three independents as it only has ten seats itself.
02:11At this stage, it's working with the crossbench excluding the Greens and saying that it wants
02:18to see if it can find supporters from that crossbench.
02:20It already has one, although not formally agreed.
02:24Independent Craig Garland says he believes the Labor government, Labor minority government,
02:28is the only way forward.
02:30But at this stage, they're refusing to talk to the Greens.
02:33And given that they only will be able to govern if they can get the backing off the five Greens,
02:39there's going to have to be some kind of development in that relationship if they do want to govern.
02:44But Labor leader Dean Winter at the moment is sticking to his election campaign promise
02:48that there won't be any deals with the Greens.
