00:00There have been a lot of recent cases of people within Taiwan spying for China.
00:05Does this mean that China is recruiting more spies?
00:08Or does this mean Taiwan's government is strengthening its crackdown on espionage?
00:15Well, I think that both statements are true, that more and more people are getting involved
00:20in this kind of espionage networks and cases. And we don't know the total number of it.
00:27Recent years, China is increasing its influencing operations in Taiwan.
00:33So for example, in the temples, the organizations of the temples, the gangsters,
00:39and also in the academics is also from the efforts of the Taiwanese government.
00:44So we see there's a revision of the national security laws since 2019.
00:50And for the protection of the classified information, and also there's a new anti-infiltration law in
00:572019. So we see there's a increasing efforts of Taiwan's judicial organizations to enforce the law.
01:06Many of these cases took on different forms of espionage and involved people from all walks of life.
01:12Are we seeing different tactics being used?
01:15I think that these tactics are all existing for a very long time. And we don't know when it started.
01:23So for the journalists, and also in the previous studies, we see a lot of cases from the active
01:30military personnel. And now we see that these networks has expanded to different working areas,
01:38like journalists, and also even for the national security officers in the presidential office,
01:45and in our national security bureau, and many places. So I think this is not unique.
01:51Moving forward, what can Taiwan's government do to root out these cases of espionage,
01:56and also deter other people from spying for China?
02:00So there are several, several to do lists. So first is that we have seen that we have a stricter
02:07penalties for these activities since 2019. And we see more and more cases charged. But also the
02:15government should do more to educate people. So to, for example, to tell people what is China doing,
02:22what is the aim of China, and to tell people that the spy activities do exist in our daily lives.
02:30To establish or to reestablish the military court system is a big work. And I think that is no
02:39matter whether it is doing it by the military court or the civil civilian court, I think it's all the
02:47same. So the problem is that we should have more capability of investigation, and also more
02:54capability for the judicial branch overall to do this.
