00:02A decision in another state has the mining sector on alert.
00:06It does create a lot of uncertainty and it really does disrupt Australia's reputation
00:12as being a reliable exporter to the world.
00:16The High Court has ruled planning authorities needed to consider overseas emissions,
00:21known as Scope 3, when they approved a mine expansion project in New South Wales.
00:26Both federal and state governments are downplaying its impact.
00:30This is a decision that's absolutely confined to a particular set of circumstances in New South Wales.
00:37It's obviously a decision on New South Wales laws.
00:39We have the best laws in the country and we have the highest environmental standards.
00:43Queensland mines already report Scope 3 emissions to the regulator
00:47and they're already considered in the approvals process.
00:50But whether the High Court ruling has broader ramifications for the industry is still unclear.
00:55This is just the tip of the iceberg in terms of the challenges that our industry faces.
01:01This makes it sound as though there may be more expectations about responsibility in the future.
01:07Responsibility, environment groups say, is needed.
01:10International emissions do impact Queenslanders and the Queensland environment.
01:14That's why decision makers need to take them into account.
01:17For now, the message from the state government is clear.
01:20If further reforms are needed for our laws to make them even stronger, you bet that'll come.
01:25So, if you will, I'm finna to turn the term.
01:25As I'm kind of a national enterprise-based government, I'm getting into account,
01:26and I'm going to have the National World-Mai-Bank-Port,
