00:00There is a fight coming in British politics, a fight that we have not seen in this country
00:08for more than half a century. It will be a battle for the soul of this nation.
00:16Remember all that drama? That's gone. The Conservatives have had an export boom.
00:33We have had an export boom of drama queens going to reform.
00:44This party is now the no drama party. We are the no nonsense party.
01:00No other party, no other party in Britain has got a team with talent like mine.

01:15He would have told Ed Miliband not to shake hands with the Iranian foreign minister.
01:21Shadow Chancellor Andrew Griffith. He has more business experience than John Healy,
01:26Rachel Reeves, and Gordon Brown combined.
01:38And Shadow Equality's minister, Joy Morrissey.
01:41She has more common sense than the whole of the Labour Party.
01:53We have rising stars like Harriet Cross, Katie Lamb, and Rebecca Paul bursting with ideas.
02:00Conference, there is no one more determined to stop the boats than Shadow Home Secretary Chris Philp.

02:24Conference, let me tell you a secret about our Shadow Cabinet.
02:29We actually like each other.
02:39We like each other, we respect each other's experience, and we listen to each other's ideas.
02:45What a contrast with the Labour Cabinet or Reform's circular firing squad.
02:53My entire front bench and parliamentary party are a great team.
02:59I've got a plan to get Britain growing again.
03:02The kind of growth that you can actually see and feel.
03:07Rachel Reeves talked about growth hundreds of times.
03:11She had no idea what it meant.
03:14Let me tell you what growth looks like.
03:17It looks like a pensioner doing their food shopping
03:20and realising they can afford a little bit more
03:23because lower energy prices mean cheaper food.
03:27Because they feel richer, they decide to go out, meet their family at a new cafe
03:33or a new restaurant or pub that's opened up,
03:35and there will be more of them
03:37because we've scrapped business rates for most of the high street.
03:48Over a coffee, we'll hear from their granddaughter,
03:51who has just got a loan to start and grow her business
03:55because our banking reforms have released up to £450 billion of capital
04:02to every corner of our country.
04:04They'll hear from their grandson, who's buying his first home,
04:08a home which costs less
04:10because we've scrapped regulations that drive up building costs
04:13and abolished stamp duty.

04:25That is what growth looks like.
04:28Growth looks like graduates choosing between jobs
04:32instead of choosing between job centres.
04:35There'll be construction jobs
04:36because we'll have scrapped obscure rules
04:39like the Aarhus Convention.
04:41How many of you have heard about that?
04:43That's what activists use to block development.
04:47When we are in charge,
04:49no one from Natural England will turn up with a clipboard
04:52to count all the bats and newts.
04:53It's time for us to build new nuclear
04:56and not worry about whether the fish can have discos.

05:10And, yes, it's time to finally build that third runway at Heathrow.

05:25Last week, Andy Burnham said Heathrow expansion
05:29was the matter for London.
05:32No, Prime Minister, you are not the mayor of Manchester anymore.
05:35The future of our country's busiest airport
05:39is not a regional matter.
05:41It is a matter for you.
05:43So stop faffing about and let's get this runway built.

05:47The first duty of any government
05:50is defence of the realm.
05:53Once we cut defence expenditure
05:56to the extent where our security is imperiled,
05:59we have no houses,
06:01we have no hospitals,
06:03we have no schools,
06:04we have a heap of cinders.
06:07Do you know who said that first?
06:09A Labour Chancellor called Healy.
06:12Dennis Healy in 1969.
06:15His Labour Party
06:16never questioned the need
06:18to spend money on defence.
06:19Dennis Healy, like so many others of his generation,
06:23fought in the Second World War.
06:25They knew the terror of war.
06:27They understood the folly of appeasement.
06:31What a contrast with our current Prime Minister,
06:34who said that national security can't come
06:37at the expense of social security.
06:41The era of peace is over.
06:44Britain today can no longer coast.
06:47Every age must fight its own battles.
06:50If we want peace,
06:52we must prepare for war.

07:00Conservatives have a fully funded plan
07:02to get to 3% on defence by 2030.
07:06We're the only ones who do.
07:08And let's be honest,
07:10if Russia sends a missile to hit Manchester,
07:13£2 bus fares are not going to save us.
07:17APPLAUSE
07:18Under Labour's early release scheme,
07:20paedophiles, killers and rapists
07:22were going to be let out early.
07:25It was only after so many of us
07:27campaigned with victims
07:29that the government finally U-turned
07:31on their plan to release criminals
07:34like PC Andrew Harper's killers.
07:38Champagne socialists and people
07:40who have never had to live amongst dangerous criminals
07:43think it is fashionable
07:44to say that there should be fewer people in prison.
07:47It's not about fewer people in prison.
07:50I want to see more criminals in prison.
07:54APPLAUSE
08:02And so that is why
08:04the next Conservative government
08:06will undertake
08:07the largest prison-building programme
08:10in modern history.
08:1250,000 new prison places.
08:14And with this extra capacity...
08:16APPLAUSE
08:19With this extra capacity,
08:21we won't just be able to end Labour's early release schemes
08:24once and for all.
08:25We will be able to introduce
08:27tougher minimum sentences
08:29for the worst crimes.
08:32Punishment which fits the crime.
08:35Real consequences.
08:37Criminals behind bars
08:38and communities feeling safe again.
08:41That is the Britain we will build.
08:43That is the right way.
08:46For the last few days,
08:48everybody's been asking me
08:49about inheritance tax.
08:51So let's talk about it.
08:53LAUGHTER
08:54We are not abolishing inheritance tax
08:57at this conference.
08:59I know you're disappointed.
09:00We could do it.
09:01We could do it.
09:03But not if we want to keep our country safe
09:06with a Britannia shield.
09:08Not if we also want to keep people safe
09:11with 50,000 new prison places.
09:15Not if we want to cut the deficit
09:17threatening to bankrupt our country
09:19and burdening our children.
09:22Governing is about choices.
09:25Tough choices.
09:26And Conservatives will not announce a tax cut
09:29without telling you
09:31how we are going to pay for it.
09:34APPLAUSE
09:37But...
09:39Just because I can't give you
09:40everything you want
09:41doesn't mean I can't give you
09:44anything you want.
09:46The Labour Party think it is selfish
09:49to pass on what you have earned
09:51to your children.
09:52We don't.

09:56If Labour understood why this mattered,
09:59they wouldn't have introduced
10:01a family farms tax
10:02which drove some farmers
10:03to take their own lives.
10:07Inheritance tax
10:08was supposed to be a tax
10:09on the super wealthy.
10:11Those people have all gone.
10:14Or,
10:15they've moved their money offshore
10:17and avoid the tax altogether.
10:20Instead,
10:21it is now a tax
10:23on ordinary middle-class families
10:25in every corner of our country.
10:30So, let's go back
10:31to first principles.
10:32What is the thing
10:33that most people want to pass on
10:34to their children
10:35and grandchildren?
10:36It is
10:37their
10:38family home.
10:40Conference,
10:41the Conservatives
10:41are
10:42and always have been
10:44the party
10:45of home ownership.
10:47We understand
10:48why putting roots down
10:49and having a stake
10:50in society
10:51matters.
10:53Our homes
10:54are where we watch
10:55our children
10:55take their first steps.
10:56they are where
10:58we gather
10:58every Christmas
10:59to put up
11:00the same decorations.
11:02Passing on your home
11:03to your family
11:04is one of the most
11:05human instincts
11:06of all.
11:08So,
11:09Conference,
11:09the next Conservative
11:11government
11:11will legislate
11:13so nobody
11:14will ever
11:15pay
11:16inheritance tax
11:17on their
11:19family home.
