00:03As a team, we have a very clear vision, a vision where Andhra Pradesh is only number one.
00:11It could be any sector that we choose. We believe that Andhra Pradesh should be number one.
00:16We want to be a developed state and we want to contribute to the Honorable Prime Minister
00:21Srinarendra Modiji's vision of Vikasit Bharat.
00:24Yesterday I shared with a few of you what took US and Europe about 100 years to become a developed
00:31nation.
00:32We have seen Dubai take 30 years, we have seen Singapore take about 25 years.
00:37I believe now India is at that cusp where one decade is enough to be a developed nation
00:43and I believe that golden decade belongs to us.
00:47I believe that it is backed by 3S mantra.
00:50I am sure by now you would have heard or you would have understood it.
00:54The 3S is, first is speed, second is service, third is stability.
01:00If you look at the pace at which Andhra Pradesh is moving, I think we can redefine speed with the
01:05word Andhra Pradesh.
01:07Because we are a team in a hurry, we believe that 5 years is a time given by our electorate,
01:13we need to showcase results.
01:15So we are not in the business of simply signing MOUs and forgetting it,
01:18we are in the business of grounding projects and ensuring that jobs are being created in the great state of
01:24Andhra Pradesh.
01:25Second is service.
01:28We believe government plays a very, very important role in the growth story of entrepreneurs here.
01:34We look at entrepreneurs' industries as nation builders.
01:37We believe that we should work with you together.
01:40We should look at every policy together and really create world-class governance.
01:46That is the service with which we are working.
01:48In fact, all the top projects personally get an update.
01:52The promoters get a personal update from me every Saturday evening or Sunday morning.
01:57Because I know that is the time they are free and they are at home.
02:00And they will have time to read about their own project in Andhra Pradesh.
02:03So that is the service that today we are offering to the various investors in our state.
02:09Third, and it was raised by a colleague on the day, it was about stability.
02:13Policy stability, policy framework is very, very important.
02:17Policy should stand the test of time and politics.
02:19That is very, very important.
02:21A lot of our policy frameworks being ahead of the time, we have learned.
02:27We have corrected.
02:28And today, we have also deployed AI to enable the various IS officers who are in this audience
02:35to ensure that the policies that they come out, the government orders that they come out
02:40stand the test of time and politics.
02:42And based on past precedents, we actually implemented it.
02:46A great example of this is a teacher recruitment program that we did.
02:50We recruited 16,000 teachers.
02:52And my mandate to my commissioner was it should stand the test of legal scrutiny.
02:58He did a very simple thing.
03:00He took all the past cases through it in an AI engine and just understood why the orders
03:08got stayed.
03:09And literally, we came out with one of the best recruitment policy, with the best government
03:14order that stood the test of legal scrutiny.
03:17So when we all put our heads together, we can deliver on the promise of stability.
03:22You know, if you look at it, in Europe, they have taken centuries to create clusters.
03:28We can talk about the automotive cluster.
03:30We can talk about the furniture cluster.
03:32We can talk about the fashion cluster.
03:33They have taken centuries.
03:35China has taken about three decades to create clusters.
03:38I believe now India can do it in the next one decade.
03:41And Andhra Pradesh will show the way.
03:42So I request all of you to take a look at all our 23 clusters.
03:47So Andhra Pradesh is on its own journey.
03:50And we are really excited to have IITN's guide us in this journey.
03:55But let's create history together.
03:57Let's redefine what we do here.
04:00Because honestly, as a young Indian, I'm sick and tired of talking about other models.
04:03I'm sick and tired of talking about other countries.
04:05I want to show to the world, I want to show to Indians that yes, India can do it.
04:10And we have a model here, here in Amravati, here in Andhra Pradesh.
04:16And yesterday, I did share with a few of the dignitaries that they should go visit, see what's happening in
04:23Amravati.
04:23Please do take time out.
04:25Please just drive by.
04:27You will see a modern city in making, a city that India has not seen.
04:31We have the best planners.
04:33We have the best architects.
04:36If you look at our assembly, our secretariat, even our high court, it's being designed by Norman Foster.
04:42World-renowned architects.
04:43We want to learn from them.
04:45And then we're ensuring that they have partnership with Indian companies so that knowledge transfer actually happens here.
04:50And we can define our own standards and our own sectors.
04:54So when you have time, please do visit Amravati before you head back.
04:59And definitely, please visit us periodically because every hundred days you will see Amravati rising.
