EU turns page on Ukraine's $27 billion deficit, says all needs are covered

The mystery surrounding Ukraine's $27 billion shortfall abruptly ended on Thursday as the European Commission confirmed the country's financial and military needs for 2026 are fully covered.

00:01The European Commission has concluded that Ukraine's financial and military needs for
00:07this year are fully met, one month after Kyiv flagged a nearly 24 billion euros shortfall
00:13in its Ministry of Defence that called Brussels off guard.
00:16In a vaguely worded statement released on Thursday, the Commission said that it had coordinated
00:21through joint efforts to cover Ukraine's budget and defence needs for 2026.
00:26In late August, Ukrainian President Volodymyr Zelenskyy called on allies to fill the gap,
00:32warning essential weapons deliveries were at risk.
00:36Since then, the Commission has been engaged in technical talks with the Ukrainian government
00:41to pin down the exact scope of the financing hall. Brussels died up the pressure on Kyiv to advance
00:48the reforms necessary to unlock the support loan and the Ukraine facility, a prior assistance envelope.
00:55In response, Zelenskyy praised the good results of the bilateral consultations about the 2026
01:01and 2027 needs.
