00:00Well, I have to say I found the speech by Andy Burnham today at the Labour conference to be quite
00:05bizarre. A Prime Minister with absolutely no mandate talking about all sorts of things
00:09that weren't in Labour's manifesto. And yet it seems refusing to call a general election to let
00:16people decide until 2029. I still don't believe that, by the way. But I do think, you know,
00:23people need to be asked about what Burnham is proposing because he's proposing changes when it
00:30comes to the triple lock. He wants to change the voting system. I'll get onto that in a moment.
00:36Potentially rejoining the European Union. Talked of a national care service and all sorts of pledges,
00:45none of which were on the ballot. And meanwhile, the country in a desperate, desperate state.
00:50We've just seen our borrowing rate hit the highest since the 1990s, for goodness sake.
00:58And clearly, Labour very worried about reform because, surprise, surprise,
01:05Labour now seemingly have an interest in trying to change the voting system.
01:11You have voted twice to support electoral reform. I hear you. I agree with you.
01:20And today, I am announcing a new National Commission on Electoral Reform.

01:51I invite all the political parties to be part of its national reform.
02:09And you also saw Burnham knocking Brexit, making the ridiculous argument that Brexit somehow harmed
02:17immigration control. If you're inside the European Union, you have open borders, complete EU open borders, of course.
02:26And when Labour have done a deal with the European Union, their ridiculous one-in-one-out deal,
02:31more people arrived and left anyway.
02:35And of course, the illegal migrant boat invasion allowed, continuing all the time.
02:42More than 80,000 people, Labour have allowed to illegally come into the country.
02:48But I think what you're seeing from Burnham here, very clearly, with the pledge to change the voting system,
02:55and indeed, the European Union pledge that I'll play in a minute,
03:00this clearly is lining up the next general election.
03:02I simply do not believe the next election is years away.
03:05But please do let me know your thoughts on what Burnham had to say today.

03:09I cannot say to you truthfully that where we are is good enough.
03:15Brexit has done more harm than good.

03:26We need to restore a higher level of growth and prosperity for Britain.
03:32So I will take the opportunity around the summit to lay out to you, to lay out to the country,
03:39what I believe the different options are for Britain's long-term relationship with our European partners.
03:47And there are different options.
03:48And I will see if we can find consensus around one,
03:54which will give us clarity about our position and the future of the continent that we live in.
