00:00I'm going to tell you from our archives here that this is not the first time that a building like
00:06this has collapsed in Satya Niketan.
00:08Exactly four years ago, a building, an under-construction building collapsed.
00:12And if a decision had been taken, some action had been taken right then and there, perhaps lives could have
00:18been saved here.
00:19That's a ground report that Piyush Mishra sends for us.
00:22Also, Amit shows us how protests are unfolding at Satya Niketan now, especially because the do-so elections are coming
00:28up.
00:29Here's how the students are angry.
00:33The number of students in this protest is increasing.
00:36The police is asking them to move away from the road.
00:41And very clear-cut protests saying that they want accountability, they want compensation,
00:46and they want complete audit of the PGs around South Campus as well.
00:52And a bigger question as well, if students from across the country are coming to the National Capital to study
00:57in Delhi University,
00:59why there are not enough fossils, that is a question these students are also asking.
01:04With video journalist Amit Bhardwaj, this is Amit Bhardwaj reporting for India today from Delhi.
01:09You can clearly see as to how when this building had collapsed around four years back,
01:14the debris had come down and debris is still lying here.
01:17We can still see the remains of debris, which is still lying here.
01:21And under the same debris, two workers had died while they were, you know, taking part in construction activity of
01:29this building.
01:30This building was under construction.
01:31In fact, it was half constructed.
01:33And while the construction was going on, the building had collapsed due to which two workers had lost their lives.
01:39Now, the kind of incident which has happened in Satya Niketan telling us that despite this incident,
01:45no lessons were learned by the authorities.
01:47And this building, when it was being constructed, it had completed almost two floors.
01:53And during the construction itself, it got collapsed and two workers had died.
01:59Now, the point here is that why no actions were taken by the authorities.
02:04In fact, as we are reporting, we also found an interesting, you know, board here, interesting notice here,
02:11right in front of this collapsed under construction building where it is mentioned that
02:15if you want to take some property on rent, you can contact on the given numbers.
02:22So, this shows the irony here in Satya Niketan that
02:26A. No lessons were learned.
02:29B. Despite such incidents, no actions were taken.
02:32C. Had actions been taken around four years back,
02:35then incident of this scale where seven people have lost lives in Satya Niketan would not have happened.

02:47At least there's some action that has been taken in this case as well.
02:50What has been filed in the FIR? Let me take you through.
02:52What are the details that we have from Satya Niketan vis-à-vis the police investigation?
02:56The first violation that has been notified by the cops,
02:59greedy owners built four floors illegally.
03:03So, if there was permission given only for two, additional four were made and how?
03:08The bigger question is, how was it not known all this while?
03:12Violation number two, floors added for extra rental income clearly and not just affordable income.
03:17You're talking at least between 15,000 to 25,000 and often that can go above and beyond if someone's
03:23willing to offer.
03:24Violation number three, owners were aware of the building's old foundation and imagine,
03:30knowing fairly well that the foundation is weak, considering it's about 40 to 50 year old building,
03:34you're adding more floors, inviting more people, young students and their families and look what happened.
03:40Violation number five, construction continued despite the risk.
03:44When a basement construction is happening, you're literally tampering or dealing with the foundation of the building.
03:50How can you manage to go on with it without informing the occupants,
03:53without taking proper safety precautions and knowing fairly well already when the foundation is at weak?
03:59So, these are what the violations that have been notified in the FIR that I'm quoting from about the first
04:04information report.
04:05Let me take you through all the other details that are coming in.
04:07What are the exact sections?
04:09Section 105 of the BNS of the new law, culpable homicide not amounting to murder.
04:14That has been added though.
04:16If you ask me, it was clearly knowing this could lead to murder as well.
04:21Let's go across to other sections.
04:22Section 125A of the BNS is about a rash act that could endanger lives as well.
04:27That has been filed against mainly Hariram Gupta, son and the wife.
04:32Negligence construction clearly, section 290 of the BNS has been added in the FIR and the accused have been mentioned.
04:38At least two of them all from the family.
04:41Alright, so these are some of the FIR details that have come in and about action that has been taken.
04:45Of course, the focus remains on the elderly owner, Hariram Gupta, his wife as well and also adding to how
04:52the son has been taken in custody.
