Former Health Minister Dr. Fuad Khan says he is not surprised by the claims of gangsterism, bullying, extortion and undisciplined practices at the North Central Regional Health Authority, arguing that many of the problems now making headlines existed since he was at the helm of the Health Ministry.

TV6's Nicole M. Romany has the story.

00:10but efforts to deal with them were repeatedly blocked by union intervention.
00:15He argues that real accountability comes when workers fear for losing their jobs for misconduct,
00:22saying job security should not become a shield for indiscipline.
00:26When I tried to fix the escort system in the hospitals, the attendants, etc.,
00:35the PSA marched around the hospital non-stop that I had to bring in external help from the constituencies to

00:45They did a very good job.
00:47But the union created such a mess that you couldn't do anything with these attendants
00:55who work alone to themselves.
00:58He is also questioning statements from the chairman of the NCRHA that the situation was resolved within a day.
01:05The only reason he is saying that is because they are all PSA members and PSA people.
01:12The only exports are PSA members.
01:15So he may have gotten bored to backtrack.
01:21Everything that he said there is the truth because you can't get an attendant to do much.
01:26However, within a day, everything is in order.
01:29I find that was so strange.
01:31Dr. Khan also weighs in on reports of a missing patient from Mount Hope Hospital,
01:36a relative of a popular Soka artist who was later found to have already been discharged.
01:41But staff failed to inform the family.
01:45Dr. Khan tells us the incident exposes serious gaps in communication.
01:50He believes the electronic medical records card he introduced in 2013 could have helped prevent these failures.
01:58We started off with SIDAP.
02:00It was going to go into hospitals as a registration card, like a smart card.
02:06All the information would have been on that card that the patient has as a health information.
02:13That was stopped in 2016.
02:17Just stopped.
02:18It was working quite well with the SIDAP and the pharmacies, etc.
02:23The next step was hospital registration and record system.
