01:38flag officers of the Philippine Coast Guard and their families. First Lady, uh, Luis Araneta Marcos, who is one of
01:46your number. Ladies and gentlemen, good morning.
01:51To our Philippine flag, Philippine Coast Guard flag officers taking their oath today, congratulations.
01:59Congratulations. This rank that you carry is a responsibility that impacts every Filipino, especially
02:06those who depend on the sea, and in the Philippines that, uh, counts every single
02:11Filipino. We are a nation, after all, of many islands. Almost everything that is important
02:18to us, be it food, trade, security, even identity, is tied to our waters.
02:24Therefore, the responsibility of the Philippine Coast Guard is among the most crucial in our
02:30government. This past year alone has reminded us of that. Our Coast Guard has been out on the
02:37water, patrolling the West Philippine Sea, escorting and supporting our reprovisioning
02:42missions there, and standing beside our fisherfolk in times of distress. The Coast Guard has also
02:49been keeping our ports and travelers safe to inspect vessels and look after millions of
02:54passengers moving through our ports. We have protected our seas by conducting environmental
02:59inspections nationwide. And when it comes to enforcing our laws, such as going after illegal
03:06fishing, smuggling, and other threats, the Philippine Coast Guard is always among the first to respond.
03:13Yesterday, we celebrated National Heroes Day. If there is one thing that this day reminds us,
03:20it is that courage is built long before the moment that it is tested. It is built through training,
03:28discipline, preparation, and the readiness to act when service calls forth. This heroism is shown
03:36in the willingness to put the needs of others above your own, even when duty requires great personal risk.
03:43This is the courage that we see in the men and women of the Philippine Coast Guard. This is the
03:50standard
03:51that I ask you to carry into your command. I say this because it describes what happens in your work
03:58daily. You conduct hundreds of search and rescue operations and respond to every single distress call
04:04amongst others. All of these are possible because you make swift decisions. And with that, a fellow Filipino
04:12will remember you as heroic. We also continue to face natural disasters today. And in these moments,
04:19the Coast Guard has always been present, rescuing families, reaching communities that need help.
04:25These are difficult, sometimes dangerous tasks. For these, we are all grateful for your sacrifice.
04:33So to our newly promoted flag officers, lead by example. Uphold the highest standards of integrity.
04:41Prepare the next generation of Coast Guard leaders. Embrace innovation and modernization.
04:48Strengthen the partnerships that allow us to address challenges that no institution can tackle alone.
04:54Serve in a way that honors the oath that you took today.
