00:01A plane flies over Moscow. The man inside is on a top-secret mission.
00:06Working on the basis of US intel, that man has been dispatched to Russia because a powder keg is on
00:12the verge of exploding.
00:14His job is to snuff out the explosion, for now, and buy more time for the rest of the world
00:19to prepare.
00:20That man is the director of the CIA, and he rushed to Moscow to prevent something big from happening.
00:27Putin's next move has been uncovered, and the US is now doing everything it can to get its pieces in
00:34place to respond.
00:35The news has broken that the director of the CIA, John Ratcliffe, made an unscheduled visit to Russia on August
00:4125th.
00:42The Washington Post offers some of the basic details, noting that the US hasn't confirmed the trip,
00:47but several sources familiar with the matter have said that Ratcliffe headed to Moscow.
00:51There's plenty of evidence that those sources are telling the truth, as you'll soon discover.
00:55Ratcliffe's visit comes at a time when the relationship between the US and Russia has reached its lowest point since
01:01Donald Trump became president.
01:03It's also an extremely rare occurrence.

01:16Ratcliffe's visit is the first made by a CIA director to Russia in almost five years, which makes it all
01:21the more remarkable.
01:22The last time this happened was back in November 2021, when former CIA director William J. Burns headed to Moscow
01:29under orders from former President Joe Biden.
01:32That visit was made so that Burns could warn Putin and his top aides not to launch an attack on
01:36Ukraine.
01:37Burns also reportedly spelled out what the consequences of such an attack would be,
01:41likely relaying information about sanctions and the support that Ukraine would receive in the wake of such an invasion.
01:48Of course, we now know that the visit didn't work.
01:50Russia still attacked.
01:51But there are certain parallels that can be drawn between Ratcliffe's visit and Burns' visit.
01:56Here's what we know about Ratcliffe's visit so far.
01:58Ahead of the CIA director's visit, the Trump administration made a strange request that offered a hint of what was
02:04to come.
02:05According to the Financial Times' chief Ukraine correspondent, Christopher Miller,
02:09officials asked Ukraine to hold back on any planned strikes against several Russian regions,
02:14including Moscow, St. Petersburg and several northern areas of Russia.
02:18This wasn't a case of the U.S. trying to ward Ukraine off from hurting Russia.
02:22The U.S. needed its planes to have clear flight paths into Russia for Ratcliffe's visit, so it needed Ukraine
02:28to hold back.
02:29Speaking of the planes, it's through them that we get the main evidence.
02:32The Washington Post's sources were bang on the money about Ratcliffe.
02:35Flight records gathered by open intelligence sources have been extremely revealing,
02:40as several aircraft have been tracked, leaving the U.S. and entering Russia.
02:43The most important of these aircraft is a C-17 Globemaster III,
02:48which the Warzone, or TWZ, reports was tracked leaving the U.S.,
02:52flying into Riga, which is in Latvia,
02:54and then heading on to Vynakovo Airport in the Moscow region of Russia.
02:58The plane, which flies under the callsign RCH-4555,
03:02was tracked leaving Riga at about 8.50 a.m. Moscow time,
03:06and it arrived in Russia a little after 10 a.m.
03:09Armchair Admiral posted the flight path on X, noting that the C-17 had flown into Latvia from joint base
03:15Andrews.
03:16More confirmation, if any was needed, comes from footage shot by witnesses on the ground.
03:20We are under attack, a witness sarcastically exclaims as they film the C-17 landing at Vynakovo.
03:26Other footage has helped open-source intelligence agencies identify the specific airport,
03:32including a video of the plane descending over what appears to be a small set of shops
03:36and, most tellingly, a shot of the U.S. plane landing with the distinctive 2104B jetliner
03:41that serves as a gate guard monument outside of the Vynakovo Airport in view.
03:46We also mentioned other planes.
03:48TWZ says there are unconfirmed reports that a U.S. Air Force C-40B has also landed in Riga.
03:54This plane is a militarized version of the Boeing 737-700,
03:58and it's often used to transport military leaders and high-ranking officials.
04:03OSINT Defender claims that the second plane was seen parked next to the C-17 at Riga,
04:08suggesting it may have been used to shadow the C-17 during its journey.
04:13Alternatively, the plane may have also transported other senior government officials into Moscow,
04:17perhaps flying them into Riga before they boarded the C-17 and headed into Russia.
04:21The Washington Post appears to confirm the C-40B reports,
04:26claiming that the plane landed in Riga a couple of hours after the C-17,
04:29though publicly available flight data doesn't show the aircraft leaving Riga alongside the C-17.
04:35The C-17 flying out of Joint Base Andrews is also an interesting element of the story.
04:40That base is located just outside of Washington, D.C.,
04:44and it's no ordinary aerial transportation base.
04:47It's home to the 89th Airlift Wing, which is in charge of operating the U.S. Air Force Special Air
04:52Mission fleet.
04:53That fleet exists to transport senior U.S. officials, ranging from foreign dignitaries and high-ranking government officials,
05:00all the way up to the U.S. President.
05:01The base is also where the Air Force keeps what are known as Roll-On Conference Capsules, or ROCs, per
05:07TWZ.
05:08ROCs are placed on board some C-17s to offer those flying a safe and quiet place to conduct business
05:14away from the typically noisy confines of what is technically a cargo airplane.
05:18A typical ROC features multiple communication channels for video teleconferencing,
05:23the transmission of data, and for both secure and unsecured voice feeds.
05:27Yet more fuel to the fire, CIA Director Ratcliffe was on this plane.
05:32These are all the tools that one of America's top intelligence officials would need to conduct business while in flight.
05:38Beyond the flight data, it seems almost certain that Ratcliffe headed into Moscow
05:41to take part in several meetings with high-ranking Russian officials.
05:45That's according to CBS News, which claims that sources close to the matter confirm this information.
05:50With whom those meetings were held is one of the big questions that has come out of the trip.
05:54There are suggestions that Russian President Vladimir Putin met with Ratcliffe.
05:58According to Kremlin propagandist Alexander Yunashev,
06:02a major event involving the President has been scheduled for this Tuesday.
06:06But that event was scrapped.
06:07Tuesday was August 25th, the date when Ratcliffe entered Moscow.
06:11Other sources claim that Ratcliffe also met with members of Russia's security service
06:15somewhere in the Bavika suburb of Moscow.
06:17Returning to Putin, United24 Media also reports that Russia's President appears to have cleared his schedule
06:23ahead of Ratcliffe's visit to Russia, suggesting that he met with the CIA director personally.
06:28Interestingly, the same outlet reports that the Vatican's Secretary for Relations with States,
06:33Paul Richard Gallagher, also arrived in Moscow at around the same time as Ratcliffe.
06:37He reportedly met with Russia's Foreign Minister Sergei Lavrov to express the Vatican's readiness
06:43to support any efforts made to end the war in Ukraine.
06:45It's unknown if Gallagher crossed paths with Ratcliffe during his trip,
06:49or whether Gallagher's arrival in Russia at the same time was an attempt by the US
06:53to appeal to Russia's top-ranking officials on multiple levels.
06:57So much is uncertain.
06:59But what we know for sure is that Putin made some interesting moves, seemingly during Ratcliffe's visit.
07:04Russia's leader signed a number of decrees, numbered from 604 to 610.
07:08We know what some of these decrees were about.
07:11Number 604 allows the Russian state to take control over failing assets for the purposes of drone defense.
07:18608, 609 and 610 relate to changes made to the Russian ambassadorship in Iraq,
07:23disability affairs and veterans affairs, respectively.
07:27But it's decrees 605 and 607 that remain a mystery.
07:31None of them have been published on the public portal that provides information about Putin's decrees.
07:35Again, more questions arise.
07:37Could these decrees have something to do with Ratcliffe's visit?
07:40We don't know.
07:41And neither Russia nor the US is talking.
07:44When asked for comments, spokespeople from the Pentagon, the US Air Force and the CIA
07:49have all kept their lips tightly sealed.
07:51The same goes for the White House.
07:53And even the sources who spoke to outlets like the Washington Post
07:55did so under conditions of strict anonymity.
07:59Russia has also not said a huge amount about the visit.
08:02Beyond the confirmation that Putin cleared his schedule,
08:04which in itself isn't a guarantee that he met with Ratcliffe.
08:07The only comment from the Kremlin comes from Putin's favorite mouthpiece, Dmitry Peskov.
08:11And all he would say about the visit is that
08:14these are contacts between the security services, the new voice of Ukraine reports.
08:18So not a lot to go on.
08:19But with nobody talking, speculation is rife over the purpose of Ratcliffe's visit.
08:24The big question now is why the CIA director traveled to Russia,
08:28marking the first time that it's happened since Putin invaded Ukraine.
08:31There are several theories ranging from diplomatic efforts to the US delivering a major warning to Russia
08:36over something big that America believes the Kremlin has planned.
08:40But before we dig deeper into these theories, you're watching the military show.

08:53The first theory for the visit has to do with Iran.
08:56The Washington Post points out the US and Russia are on opposite sides of the conflict raging in the Gulf
09:02region.
09:02And that has been a distinct source of tension between the two countries ever since Operation Epic Fury was launched.
09:08Both sides are angry at the other.
09:10For Russia, the US is actively attacking the Kremlin's most important ally in the Middle East.
09:15That has led to Russia to support Iran in various ways, including sharing intelligence that enables Iranian attacks against US
09:22bases in the Gulf region.
09:24According to the Long War Journal, that support has been ramped up in recent days,
09:28as Russia has started shipping military goods and explosives to Iran so that it can replenish its stockpiles after several
09:34grueling months of fighting.
09:35Russia has also made it a point to state that it isn't putting any pressure on Iran to resume negotiations
09:41with the United States and has outright blamed the US for the war.
09:45Hilariously, the Russian envoy to the United Nations, Vasily Nabanzia, claimed,
09:50Russia, as a matter of principle, does not put any pressure on anybody, be it Iran or any other country.
09:56Really Vasily.
09:57So we're just going to act like invading Ukraine, interfering in elections and carrying out hybrid attacks aren't attempts to
10:03exert pressure.
10:04Obviously, Russia's many pro-Iran moves have created tension with the US.
10:09However, Russia also has reason to be angry beyond America attacking its main Gulf ally.
10:14As the National Interest points out, the Iran war has been taken as confirmation by many in the Kremlin that
10:19the US will seek to change the regimes in countries with which it's in conflict.
10:23Russia has already seen that happen in Venezuela.
10:26It's watched as the US blew Iran's former Supreme Leader Ali Khamenei into pieces, and Putin is now worried that
10:32the US will try something similar against him in the near future.
10:35That's one of the reasons why Russia's president now spends most of his time in underground bunkers, only emerging for
10:41meetings in heavily guarded public appearances.
10:43All of this tension leads us back to the first theory about Ratcliffe's visit, which is that he headed to
10:48Russia to smooth the relationship, to bring the tensions that are on the verge of boiling point back down to
10:54a simmer.
10:54A possibility, perhaps.
10:56But this hardly seems like the sort of job a CIA director would be tasked with completing.
11:00This seems more like a role that special envoys and diplomats play.
11:04So we come to the second theory, the prisoner exchange angle.
11:08There are rumors that Ratcliffe headed to Moscow to oversee a prisoner exchange, most likely involving a man named Charles
11:14Wayne Zimmerman.
11:15In 2025, Zimmerman sailed his yacht to the Russian port of Sochi.
11:20It was searched by Russian authorities, who reportedly found a rifle and rounds of ammunition.
11:25Zimmerman was arrested and in January was sentenced to five years in prison for illegally transporting weapons by a judge
11:31in Krasnodar.
11:32The court claimed that Zimmerman had sailed across both the Atlantic Ocean and the Mediterranean Sea before arriving in Russia,
11:38and that he had pleaded guilty to his charges.
11:41According to the Moscow Times, Zimmerman claims that the only reason he headed to Russia at all was that he
11:46had met a woman online and wanted to pay her a visit.
11:48U.S. officials visiting Russia for prisoner exchanges isn't unheard of, and the CIA has been involved in several of
11:54these swaps in the past.
11:55As the BBC points out, the CIA took part in a 2024 prisoner swap, which saw Russia release Wall Street
12:02Journal journalist Evan Gershkovic, as well as journalist Alsa Kermesheva and a former U.S. Marine named Paul Whelan.
12:09Ratcliffe himself is also believed to have played a role in the negotiations to secure the release of Ksenia Karolina,
12:15a Russian-American citizen who was jailed under accusations of providing support to Ukraine.
12:20TWZ adds that the last time a C-17 headed to Russia, back in 2017, it was carrying the Russian
12:26citizen Alexander Vinnyk following his release from a U.S. prison, so there is a history of this type of
12:31plane being involved in prisoner swaps.
12:33However, U.S. journalist Michael Weiss has rubbished this theory with the simple statement that you don't need the CIA
12:39director for prisoner exchanges.
12:42Instead, Weiss says Ratcliffe headed to Russia for something far more important.
12:45If I had to place a bet, I would say that Ratcliffe is in Moscow to warn about Russian escalation
12:50against Europe and NATO, Weiss declares.
12:53In other words, Ratcliffe is doing what his predecessor did ahead of the Ukraine invasion, only this time, the visit
12:58is all about preventing a conflict that could spiral into World War III.
13:01The Wall Street Journal claims that several analysts have backed this assessment, including Beth Sanner, who is the former U
13:08.S. Deputy Director of National Intelligence for Mission Integration.
13:11It could be to say, we know what you're thinking about doing and you better not, Sanner claims.
13:16Though she also says that Ratcliffe may have visited to discuss Iran and perhaps involve Russia in ceasefire discussions.
13:22However, the timing seems to align with the U.S. wanting to get ahead of Russia doing something so massive
13:27that it could plunge all of Europe into war.
13:30After all, there have been signs that Russia is planning something.
13:33And many of those signs come from the U.S. itself.
13:37For instance, mid-August saw NATO conduct a complex training exercise in Poland, right on the Polish border with the
13:43Russian exclave of Kaliningrad.
13:44That exercise was remarkable for several, including its size and the various types of aircraft deployed.
13:51But the real headline grabber was that the U.S. Air Force sent its brand new EA-37B compass call
13:57electronic warfare and intelligence gathering jet to Poland.
14:01TWZ reports that this aircraft flew right along the Kaliningrad border, likely as part of a specialized reconnaissance mission.
14:07This is unusual.
14:09It almost seems like the U.S. and NATO are trying to gather as much intelligence about Russia's plans as
14:14they can.
14:14Ahead of the exercise, the U.S. has also issued warnings that its intelligence shows that Putin is planning some
14:21sort of attack designed to test NATO unity.
14:24In an August 7th report, CNN said this attack would come within the next few years.
14:28And the outlet presented several scenarios, ranging from cyber attacks to a small incursion into a NATO member's territory.
14:35The idea would be to test NATO's collective commitment to Article 5, U.S. intelligence claims.
14:42So it's clear that the U.S. believes that Russia has something big planned, perhaps extending to an invasion of
14:47a NATO nation.
14:48And those beliefs haven't been tempered by moves that Russia is making in terms of its grey zone attacks.
14:53Russia's hybrid warfare and the scale of its threats against European nations have been intensifying.
14:58On August 25th, German authorities located a third drone of unknown origin at Leipzig Airport.
15:07They also discovered a cache of military explosives they believe are connected to a plan to launch an attack against
15:12the airport.
15:12The Kremlin is also issuing warnings to the U.K. that its drone factories could soon come under attack from
15:18unknown sources.
15:19In the wake of the U.K.'s decision to share confidential information about storm shadow missiles with Ukraine.
15:26And at the end of July, a Russian Kh-101 cruise missile traveled 90 kilometers into Poland, thankfully crashing down
15:32in an empty field.
15:34These are just a handful of many incidents that suggest that Russia is ramping up its hybrid war against Europe,
15:39perhaps in preparation for the larger attack that U.S. intelligence believes is coming.
15:44And none of this is to mention the rumors that Russia is planning to mobilize troops.
15:47Right now, this mobilization effort seems to be focused on Ukraine,
15:52with Ukraine's President Volodymyr Zelenskyy suggesting that the Kremlin is preparing to mobilize at least 300,000 soldiers for the
15:58Ukraine invasion.
15:59If Putin can pull this mobilization off without enough backlash to force him to pull back,
16:04it would lay the foundation for further mobilization in the future, perhaps in support of a war effort in Europe.
16:10The signs are all there that something big is coming from Russia.
16:13Something so big that it justifies the U.S. sending its CIA director directly to Moscow to speak with Russia's
16:20security services,
16:21and perhaps even with Putin himself.
16:23Ratcliffe is notably one of the most pro-Ukraine voices in the current U.S. administration,
16:27so his being the choice is likely no accident.
16:31It's more of a signal.
16:32The U.S. wants Russia to know that whatever Putin has planned,
16:36America is ready to support Ukraine and its European allies.
16:39What we may have just seen is Ratcliffe heading to Moscow to deliver a warning.
16:44Now, only time will tell if that warning worked.
16:47A similar move back in November 2021 didn't work.
16:50But now the U.S. and the rest of the world know just how much Putin is capable of.
16:55The warning may have been scaled up, the message delivered to the Kremlin louder and clearer.
17:00Something big is on the verge of happening and the U.S. seems to be working as hard as it
17:04can to stop it.
17:06The U.S. has plenty of reasons to deliver warnings.
