00:33Yesterday, in this very room, I've partnered with local law enforcement leaders.
00:38Local police will assist ICE only if a real crime has been committed.
00:44But on civil immigration matters, ICE is on their own.
00:51ICE's dangerous and aggressive tactics to pursue civil immigration, again I'm very clear
00:57here for civil immigration enforcement.
01:01This only continues to evoke fear on our streets.
01:05And our local cops will not be part of it.
01:08Because we hold our police to a higher standard.
01:11They hold themselves to a higher standard.
01:13And because they have real work to do.
01:17Because we need local cops hunting down criminals, not kindergartners.
01:23Breaking up drug rings, not breaking up families.
01:29Arresting gun runners, not grandmas.
01:35New York State will never become a sanctuary for criminals.
01:39But at the same time, we're not talking about criminals.
01:44And we will not sit idly by when ICE commits atrocities on our streets.
01:51We will not allow local cops to be diverted as ICE agents to conduct civil immigration enforcement.
01:57To keep crime down, as we have been doing, we need local police focused on thwarting local
02:05crimes.

02:11Not chasing Stephen Miller's inane deportation quotas.
02:18Diverting police and sheriff's deputies to harass hardworking people is not a recipe for safe

02:27Those that are wasting resources, questioning small business owners about their immigration
02:33status, such engagements, not a real sound policing strategy.
02:39It's also not who we are.
02:42Here in New York, we believe that public safety must be pursued lawfully, transparently, and
02:48with humanity.
02:52Let me be clear.
02:54Any police department or sheriff's office that disobeys this law, that maintains any agreement
03:01with ICE, will face legal action.
03:04And to those suing us, those trying to block the implementation of this law, tried before
03:11and failed.
03:12Our law has been already upheld by courts.
03:15But if you're trying it again, I say bring it on.
