00:00Well, thank you everybody for the privilege opportunity. Jen and I, yeah, full disclosure, so thank God for 10-year
00:07-olds, because I still, my little son, he was like, cool with me today.
00:11You know, he's like, Dad, come with me, hugged me, said he loved me, he's like the best. 13-year
00:16-old's like, but she did not ask us to park two blocks away so she can walk.
00:22So, I mean, we're kind of, we're at that point, but it's everybody's, every parent's journey and every child's journey
00:28as well, and it's fun just to, you know, also just be reminded when you go back to that first
00:33day of school, your own anxiety, those butterflies that you may have felt as you're trying to figure out, is
00:38it left, right, left on the, to figure out your lock on the new locker at the elementary school.
00:46So it was a lot of fun, and it's wonderful to be here with all of you, and it was
00:49a lot of fun to see that same joy, third day of school here at Schaefer Park, and to see
00:54this new cohort that we have invested so much time, energy, and passion in for TK for All in the
01:00great state of California.
01:01And so I just wanted to briefly just roll up a little bit of what you've heard and express a
01:06little bit of my bias and make the case that we had a theory of the case.
01:11It wasn't just about making investments.
01:13It wasn't just about getting back on top in terms of per-pupil investments, though we have made great progress.
01:20$28,282 this year is record-breaking in terms of our per-pupil investments in this state.
01:28But it wasn't just about spending money.
01:32We had a plan, and it was a point of contrast.
01:36When we started, we were in the Trump 1.0 era, and now we're facing headwinds the likes of which
01:44we couldn't imagine in a second incarnation.
01:47Washington, D.C. is dismantling public education.
01:50We're building it in historic ways, in record ways.
01:54It is there, destroying what has been built up over the course of decades.
02:00We've built a brand-new grade, as Linda and others, Jen has said, pre-K for all, TK for all.
02:07And over 55% now of all of the eligible kids, which is, by the way, significant, hundreds of thousands
02:13of kids, it's voluntary, are saving up to $13,000 a year.
02:18The families, $13,000.
02:20You talk about affordability agenda.
02:21Up to $13,000 a year are being saved.
02:27In high quality, and this is an important point, it's not just the access, it's high quality, we reduced the
02:33student-teacher ratios from 12 to 1 to 10 to 1.
02:37By the way, and we've done that across the board.
02:39Linda made that point, but this is an important point I don't think has been socialized.
02:43We've done that across the entire system.
02:47We've increased the number of teachers.
02:48So we have higher ratios or better opportunities to engage one-on-one and address the individualized needs of so
02:57many of our diverse students.
02:58We have more diverse students than we've ever had.
03:01And yet we're seeing grades increase.
03:04Graduation rates at the highest level that have been in eight years.
03:07Chronic absenteeism down despite the headwinds of the Trump administration, particularly with our diverse communities and some of the stress.
03:14Suspension rates starting to decline.
03:15All the key indicators and categories are moving in the right direction despite those headwinds and sort of the macro
03:24challenges that we face.
03:26That proves the theory, Linda, of the case you and I made when we started.
03:31We also made the point we didn't want to make headlines.
03:33We wanted to build institutions.
03:36And you've made this point, and Linda is someone you all know, because if you end up working here, you
03:43probably had to read her books in order to get the job.
03:48She's one of the country's leading experts in this.
03:50It's the biggest mistake in public education is we run for the shiny object with one-time funding.
03:55I think you used the phrase that's where the graveyard is in education.
03:58All these incredible success stories that generated headlines but didn't generate any ongoing difference.
04:04And so you made a point, which is an important point, when we started.
04:08We started, yes, one-time money for community schools.
04:12It was $150 or so million.
04:14It was nice, and it was wildly oversubscribed.
04:17You get it.
04:18The reason I'm looking at you is you get it because you've been doing it.
04:22And we said, that's not going to work.
04:25We weren't abiding by your theory of the case.
04:27And so we trued that up, $4.1 billion that we put into community schools.
04:33We got to that 2,500.
04:34But you just heard, and this is incredibly important, this was the biggest focus of this year,
04:40an additional Prop 98 commitment to institutionalize this to do another 3,700 community schools
04:48and to get up to that 60% of all the schools in the state of California
04:52to institutionalize this transformation across our education system.
04:58And I love what you said about this is not about stacking services.
05:04This is a cultural change.
05:05And you're seeing it.
05:06We were in Fresno.
05:07We've been all over the state of California visiting community schools,
05:10and how unique and distinctive each one is.
05:12I mean, we were up there, and they were doing laundry services in Fresno, which is important.
05:17The kids don't, they were providing clothes.
05:20They were providing support to get a haircut, eyewear.
05:25But they were building a sense of culture with community, making the schools part of the community.
05:31Teach, you talk about parental engagement, next level, working with the parents,
05:37designing these schools together, redesigning, reimagining these schools.
05:42This, if you want the, this is it.
05:44This is the big idea in public education.
05:47But we also recognize you've got to begin at the beginning.
05:50That's why TK was so important.
05:51Our interventions tend to come too late.
05:54And I, and that was, and I'll close up.
05:58There's three additional points I want to highlight, just to emphasize, and we'll let everybody go.
06:03But when we started, we made that point.
06:06People aren't left behind.
06:07They start behind.
06:08And so if you're going to solve for the issues in the vernacular of the 60s, ignorance, poverty, and disease,
06:13you've got to begin at the beginning.
06:15And we made that point.
06:16You've got to begin with prenatal care.
06:18And we made historic investments in prenatal care.
06:20We created a brand new position, which was a brand new state leader who focused on issues associated with ACEs,
06:31early screenings, zero to three, where 85% of the brain is fully formed by three.
06:38You know, not, not, not, not just headstart, early headstart in the investments we needed to make there.
06:45That's why that TK was so important.
06:49And that's why we continue to try to stack more of our interventions earlier and earlier and earlier, including creating
06:56the eligibility for 5.5 million students in our system to have these career and college savings accounts.
07:03We're the first state in the country to do it.
07:04Trump's gotten a lot of attention for it.
07:06I'm glad he joined us six years later, where California had been advancing that.
07:12And we, and we think that's important.
07:14We, we stacked financial literacy.
07:16Not everybody was on board.
07:17I think it's incredibly important.
07:19And, and we struggled.
07:21There were previous administrations that vetoed that.
07:23And we thought that was critical.
07:25And, and if you can attach a savings account where your parents may not have access to checking or bank,
07:30but now the child does, all of a sudden a financial literacy means something different.
07:34Because your name's attached to it.
07:36Math makes a little, you know, it's a little more pragmatic in your life.
07:40Compounding interest, investments make a little bit, you know.
07:43And, and so all these things are part of the theory of the case.
07:47We came with a plan, a strategy.
07:48We thought after school was important.
07:51I mean, their previous governors made entire careers about it.
07:53But it's a drop in the bucket, not an indictment, just an observation.
07:58What she said is important.
07:59You don't, I don't, this is, I don't know why this is not covered more.
08:02I know why it's not covered, because it's more interesting than the controversy and everything else.
08:06But one of the biggest transformations is this after school for all.
08:09It's nine hours of enrichment.
08:10It's 30 days of summer school.
08:13It's, I mean, this was, and, and thank you for that.
08:16But, but $18 billion.
08:19We didn't have to do this.
08:20$18 billion.
08:21We added 4.7 in the budget I just passed for next year.
08:25It's jaw dropping.
08:27Started 4 billion a year.
08:28Then we went up to 4.5 this year, $4.7 billion across the board.
08:33Focus on TK to six in that respect.
08:37That's a big deal, that enrichment.
08:39And by the way, it's not only a big deal.
08:40I didn't even realize you have a dinner menu here.
08:44So it's not just free, two, two free meals, which we were the first in the nation to do at
08:52scale that no other state has done.
08:54But now you have a dinner option.
08:57I mean, this, I'm just proud of this stuff.
08:59And we're seeing the results.
09:00I mentioned the graduation, the chronic absenteeism.
09:02I talked about the dropout rates.
09:04And we've had the independent analysis of the community schools, stress testing, all of our theories.
09:10But the big deal was what we announced last year at Compton at the, at one of the finest school
09:14systems in the country.
09:15By the way, school districts, including, by the way, Hayward, go East Bay.
09:19You know, I just want to say it's nice to highlight this side of the bay.
09:24But in every grade and every student group with disproportionate academic achievement for African-American and Latino communities, we're seeing
09:38now test scores improve across the board.
09:42So the data now bears fruit to these investments and the strategies.
09:48And so I'm just proud of that.
09:50It's starting to shift in a meaningful way.
09:52So after school for all, summer school enrichment, two free school meals, focus on Jen and her team on making
10:01sure that it's the quality of that food, not just the quality of the imagination behind the investments.
10:07Focusing earlier with TK for all, the professional development, over $4 billion to recruit and retain our teachers.
10:13That's how we got those ratios to improve because we invested in our, in our teachers, by the way, the
10:19most important investment, forgive me, in terms of public reforms.
10:28And dozens and dozens of little things.
10:30And it's not little that every single kid, you know, kindergarten to second grade gets early reading screenings, something I'm
10:38passionate about.
10:39We worked with UCSF to create a screener.
10:43And it took years, tens of millions of dollars.
10:46Make sure it's done in a culturally competent way where we're not just tracking kids because they were struggling with
10:52English, but they were tracked for actual challenges.
10:56I struggled, and that's why I don't have a speech, dyslexia.
11:01And so that's incredible.
11:03The literacy, the Golden State Literacy Plan, which was referenced, which we're deeply proud of.
11:08And Brooks worked so hard on and all the investments that we're putting in that space.
11:13And I'll close just because I have to.
11:15Just the $2.4 billion we put, we didn't play in the margins.
11:18We doubled over one year our special education investment.
11:23So that's not playing in the margins.
11:25That was next-level commitment.
11:28So I don't know.
11:29I'll end.
11:30I just, I'm proud of the progress.
11:33It's stubborn.
11:34Yes, we have more work to, no one, I get it.
11:37You know, we didn't have the learning loss other states had during the pandemic.
11:41By the way, if you don't know that, you should.
11:44You know, I just think that's interesting.
11:45There's a lazy narrative that we did.
11:47It's just factually untrue, which is interesting.
11:50We like to, like, claim it was the $6.8 billion or so we did in those block plants and
11:55et cetera.
11:56But we're not where we need to be in terms of all those pre-pandemic numbers.
12:00We are in science.
12:01We're going to see where we are in October with the new test scores.
12:04I'm confident, Brooks.
12:05We're going to get where we need to go.
12:08And then we just need to pass the baton to the next administration.
12:13They cannot turn their back on this progress.
12:16And that's the big message that we want to leave.
12:19So enough of all that.
12:22And we're going to, I think, let you all go.
12:26And then we're going to reconvene for any Q&A.
12:28But just mad respect to Linda, to Brooks, to my extraordinary wife, to our superintendent,
12:34and to all the educators here today.
