00:00Madam President, as we gather to discuss the escalation in Judea and Samaria, let me set the record straight.
00:08Israel condemns all violence against Israelis and Palestinians.
00:15Israel does not tolerate extremism. We confront it, but we do not ignore the reality on the ground.
00:23While Israeli extremist attacks are declining, Palestinian terrorist attacks are rising, making up the majority of attacks in Judea and
00:34Samaria.
00:35This May, there were 348 Palestinian terrorist attacks only in Judea and Samaria.
00:42Eight pipe bomb attacks, 282 stone throwing incidents, 32 fire bomb attacks, 24 arson incidents and two serious car ramming
00:59attacks.
00:59That is up from 325 attacks in the month of April.
01:04According to the Israeli security forces, another 408 terrorist attacks were stopped before they could happen.
01:16How many of you have condemned these terrorist attacks against the Jews?
01:23None of these attacks were mentioned by the briefers.
01:28And none of these attacks were mentioned by many of you.
01:31This is the bias we are confronting today.
01:35This council is focusing on one side of the violence while ignoring the other.
01:41Madam President, Israel is combating extremist violence in all its forms.
01:48When it comes to Israeli extremism, we are expanding our presence on the ground in Judea and Samaria.
01:54Israel's comprehensive framework has led to increase the enforcement against Jewish extremism.
02:03Those efforts have been successful.
02:07Through the first quarter of 2026, we opened 354 investigations, filed 20 indictments and arrested 35 extremists.
02:19This has led to a decrease in extremist violence.
02:24There were 116 total incidents of Israeli extremist violence in June, down from 165 in March.
02:34Enforcement is ongoing.
02:36Last week, an Israeli was indicted for alleged killing of a Palestinian near Hebron.
02:44He will face the Israeli justice system.
02:49We condemn this violence.
02:51We prosecute these crimes.
02:54We hold perpetrators accountable.
02:57Our prime minister, defense minister, military leaders have all made clear.
03:05Advessing extremist violence is a priority for our government.
03:10At the same time, Israel is intensifying its efforts to prevent Palestinian terrorism.
03:18Our security forces are working every day to dismantle terror networks and prevent attacks before they reach Israeli civilians.
03:25We are finding a growing threat.
03:28Iranian weapons, funding and training are flowing into Judea and Samaria,
03:34alongside efforts by Hamas to establish new terrorist infrastructure.
03:40Madam President, the Palestinian Authority is supposed to help us to mitigate this problem, to fight terrorism.
03:50But instead, they continue to fall short of that responsibility.
03:56Even after presidential decree for Mahmoud Abbas, the U.S. State Department informed Congress that the P.A. continued pay
04:07for slay.
04:08Through 2025, they distributed about 200 million dollars to terrorists and their families.
04:17We still see incitement to violence promoted in their communities.
04:24This doesn't stabilize the region.
04:26It fuels the violence.
04:29Madam President, this terrorism does not just threaten communities in Judea and Samaria.
04:35You know the proximity is being exported throughout the state of Israel.
04:41The danger is present.
04:43The violence is endless.
04:45And the victims are real.
04:47A few months ago, a Palestinian terrorist infiltrated Israel from the village of Kabatia.
04:53It's a village near Jenin in the northern Samaria.
04:58He drove from Kabatia to Beit She'an, an Israeli city, 25 miles away.
05:07He rammed his car into Shimshon Mordechai, who was killed standing on the side of the road.
05:13Then he hit and injured a 16-year-old boy in a nearby town.
05:18The terrorist kept driving to the entrance of the Kibbutz and Harod, where he rammed into Aviv Maor.
05:26She was waiting for her parents to pick her up from the bus stop.
05:30After he rammed into her, he stabbed her until she died.
05:34Aviv was only 18.
05:36She loved nature and animals.
05:39She was passionate about horseback riding and photography.
05:42That was not it.
05:44He continued driving.
05:46He kept going.
05:47He found one more victim at the entrance to the city of Afula.
05:51When the terrorist couldn't run, the man down in his car, he smashed his head with a rock.
05:56A 50-minute rampage of terror until he was neutralized.
06:01Let me ask this council.
06:03Why wasn't there a special session after that incident?
06:08What about the shootings at bus stops in Jerusalem and other events?
06:14Madam President, this reality reflects a double standard that we must address today.
06:23When speaker after speaker refers to settler violence.
06:28It is an insult to thousands of years of continuous Jewish history in the land of Israel.
06:36Jews have never been and will never be settlers in Judea and Samaria.
06:44The vast majority of residents in Judea and Samaria are low-abiding citizens.
06:52Those committing violence are a tiny, a tiny fraction of the people living there.
06:59They do not represent the border community.
07:04That is why when you actually use a term, settler violence, it is a provocation.
07:12Why?
07:13Because first it denies our connection to the land of Israel.
07:17It distracts from constant terrorist attacks against Israelis.
07:20And it collectively, collectively labors entire innocent communities for the crimes of the marginal extremist minority.
07:32When Israelis are involved, some of you uses a collective label.
07:38You call it settler violence.
07:39See how many times you use it today.
07:41But when Palestinian radicals carry out attacks, you refer only to the ones responsible.
07:51And that is the standard for all extremist violence around the world.
07:56You know, look at your countries.
07:59Take a look at the UK.
08:01A few months ago, a radical Islamist stabbed two Jews in Golders Green.
08:07The Jewish neighborhood in the heart of London.
08:09Did you use the attack to label nearly 4 million British Muslims as a threat?
08:17Did you describe it as evidence of Muslim violence throughout Britain?
08:24Of course not.
08:26Because you understand the difference between extremists and an entire population.
08:32That is not justice.
08:35That is prejudice.
08:37Yet, that is exactly the standard being applied to the Jewish communities in Judea and Samaria today.
08:44Half a million Jews.
08:46So when you say settler violence, what do you mean?
08:50That half a million Jews are terrorists?
08:54Support terrorism?
08:59Madame President, while Palestinian terrorists seek to drive Israelis from their homes,
09:06some voices in this council speak as though Jews have no right to live in Judea and Samaria.
09:12That is not true.
09:15We are not occupiers.
09:17We are not settler.
09:19Our right to live in our land is based on our historical connection to it.
09:25It is described in the Torah, the Old Testament, and even the Koran mentioned the connection of Jews to the
09:34land.
09:35This past week, Jews around the world read this verse from the Torah.
09:40I will read it first in Hebrew.
09:51And in English, you are crossing the Jordan River to inherit the land which God is giving you.
09:58You will inherit it and dwell in it.
10:03Judea and Samaria is where our story in the land of Israel began.
10:08It is where it will continue.
10:11There has been a continuous Jewish presence in this land for thousands of years.
10:17The name Jerusalem, Hebron, Bet-El, they are not names invented by modern leaders or modern politicians.
10:27They are part of the DNA of the Jewish people.
10:32And this history was recognized by the international community.
10:37The League of Nations mandate for Palestine affirmed the historical connection of the Jewish people to the land of Israel.
10:46It called for the founding of a Jewish national home there.
10:51The international legal framework established after World War I confirmed that historical connection.
10:57That framework included Judea and Samaria.
11:02Our history is not a political slogan.
11:05It is part of our historical and international record.
11:11Madam President, I could lecture for hours about our biblical rights, our historical rights, our legal rights to Judea and
11:22Samaria.
11:23But if we want to be practical today, and if this council is serious about bringing security and stability to
11:30the region,
11:31it must understand a simple truth.
11:35We are not going anywhere.
11:38The Jewish communities will stay in Judea and Samaria, just like the Palestinian communities.
11:47Over half a million Jews live in four large cities and over 200 communities in Judea and Samaria alongside over
12:00two million Palestinians.
12:03The Jewish communities are not temporary outposts, they are not obstacles to peace, they are permanent neighborhoods, cities, home, families.
12:20Today, this council has a choice, it can either repeat rhetoric that fuels the conflict, or it can support real
12:30efforts, real efforts to find a way to live in peace, instability and security.
