Trump’s Department of Justice has intensified its campaign against Mexico’s Jalisco New Generation Cartel (CJNG), unveiling five new indictments targeting senior cartel leaders. Officials also announced more than $100 million in reward offers for information leading to the capture of eight key CJNG figures, including cartel boss El Mencho. 00:00Good morning. Today the Department of Justice in coordination with the Homeland Security Task Force
00:06announced the unsealing of five separate indictments against high-ranking CJNG leaders.
00:14We're also announcing today with the State Department more than $100 million in rewards
00:21for information leading to the arrest of not only the five that were just unsealed today,
00:26but three indicted previously unsealed cases against additional CJNG leadership.
00:33This again is a continuation of our efforts to eliminate cartels that have plagued this country for far too long.
00:42Narco-terrorist organizations like the cartel Alisco Nueva generation are responsible for countless deaths to Americans.
00:52These sophisticated organizations use violence and fear to maintain control over the importation of deadly narcotics in the United States,
01:01including fentanyl, cocaine, meth, and other illegal drugs.
01:06Their actions spread violence and death to our communities.
01:11As alleged in today's indictments and the previous indictments that were unsealed,
01:16these cartel members have been charged with a range of crimes, including running drug networks,
01:22organizing highly trained hitmen responsible for murders and attempted assassinations,
01:27procuring weapons, money laundering, and deadly drug manufacturing and distribution.
01:33Three of the alleged cartel members were also allegedly committing a sophisticated fraud targeting elderly Americans
01:42in an alleged timeshare fraud scheme.
01:47Since January 20, 2025, we have extradited, transferred, and secured convictions against hundreds
01:55of the world's most dangerous drug traffickers in federal courtrooms across the United States.
02:02Just last month, the co-founder of the notorious Sinaloa cartel, El Mayo, Ismael Zambada Garcia,
02:10was sentenced to life in prison in federal court in this country.
02:16The results speak for themselves.
02:18We've talked about it a lot lately, but it bears repeating here.
02:21In addition to the historic decline of violent crime just last year,
02:27we saw a 22% decline in fentanyl deaths in the United States over the year prior.
02:35Our efforts have saved thousands of lives in bringing back law and order to our communities.
02:43This mission obviously requires brave men and women in law enforcement,
02:48talented prosecutors, and steadfast partners at the state and local level and our international community.
02:55I want to thank the Homeland Security Task Force, DEA, FBI, HSI, CBP, IRS CID, the State Department,
03:04the National Coordination Center, all of these partners working together with the Department of Justice
03:10in an all-government approach to combating terrorism.
03:16With these charges now made public, and again, these cases have been brought in two districts,
03:22in the eastern of New York, in Brooklyn, and here in Washington, D.C.,
03:27and more than $100 million in rewards announced today by the State Department,
03:33the U.S. government will use all tools to bring these defendants to justice no matter where they are.
03:40We will never allow foreign terrorist organizations to take advantage of our country.
03:46We have an important job to do, and together we will finish it.
03:51We have several speakers that are going to address you guys today,
03:54starting with our DEA Administrator, Terry Cole.
04:02Good morning, and thank you, Mr. Attorney General.
04:05Since the inception, nearly two decades ago,
04:10CGANG has grown into one of the world's most dangerous and ruthless foreign terrorist organizations.
04:17CGANG was built on a vast criminal network that produces and distributes deadly drugs
04:23while sustaining its powerful influence via violence and corruption in Mexico.
04:31This includes members within the Mexican government who shield CGANG leadership from justice
04:38and facilitate drug trafficking, money laundering, and violence.
04:44CGANG's actions have resulted in the deaths of thousands of Americans.
04:50Americans that were lost way too soon.
04:55They did this through this production and distribution of fentanyl, a weapon of mass destruction.
05:03DEA is aggressively targeting both the cartels and the corrupt government officials
05:09who are responsible for the deaths of our citizens.
05:13Today's coordinated actions against CGANG leadership and infrastructure,
05:17including superseding indictments and rewards totaling more than $100 million in arrest will not end.
05:27It sends a very clear message.
05:29This is just the beginning.
05:32Under the President Trump and Attorney General Blanche,
05:36this administration will use every resource, every tool, to protect the American citizens.
05:43You see, this is about America first.
05:46This is about Americans first.
05:49This is a fight against CGANG that we are just beginning.
05:54And we will not back down.
05:57DEA investigations have, cases have generated more than 100 federal indictments
06:01against CGANG leaders and members and associates.
06:05We are working with our international partners to arrest, extradite, and prosecute these defendants
06:12in the United States.
06:14Earlier this year, we saw the leader, El Mencho, fall to his death
06:21during a Mexican military operation for his capture.
06:26El Mencho's demise did not end CGANG.
06:29It underscores the organization's resilience and the continued threat it poses.
06:36Based on DEA intelligence, the new leader, Juan Carlos Valencia Gonzalez,
06:41El Mencho's stepson, is taking control of the cartel.
06:45In our world, El Peleón is the number one priority of DEA.
06:53DEA is more focused than it's ever been on dismantling CGANG
06:57and bringing its leaders and members and facilitators and corrupt enablers to justice.
07:05Let me be clear.
07:07If you traffic deadly drugs, profit from the suffering of others,
07:12or use public office to protect the cartels, this is your warning.
07:18DEA is coming for you.
07:20No title, no position, or political connection will shield you.
07:26This includes cartel members like Jardinero, who was recently captured in Mexico.
07:33This includes Sapo, Hugo Mendez-Gatan, a sicario, who runs sicario training camps deep in Mexico.
07:41This includes Trajetas, Julio Montego Pinzon.
07:45This is the same subject who attempted to kill the current security director, Omar Garcia-Harfuch, in 2020.
07:53They are relentless, but so is DEA, and so is this team standing here before you.
07:59These individuals represent different parts of CGANG and their criminal enterprise,
08:05but together they demonstrate why the U.S. response must be coordinated, must be comprehensive, and must be aggressive.
08:13Cartels depend on leadership, money, logistics, corruption, coercion, and networks that cross borders.
08:19And DEA and our partners here are targeting every such network.
08:24Our work is far from over.
08:27We will disrupt your networks.
08:28We will cut off your financial lifelines.
08:31We will seize your illicit profits, and we will work with our partners to save American lives.
08:37I want to stress, this is about America first.
08:41This is about Americans first.

09:20The dynamic threat landscape of the drug trafficking world, unfortunately, has permeated into not just deploying these lethal doses of
09:29fentanyl and other narcotics that are killing Americans at a record rate.
09:32You've heard from the Attorney General and the DEA Administrator, and you'll hear from our team, the record successes we've
09:37had from getting the Chinese to delist the precursors that were dumping this poison to the Mexican cartels and manufacturing
09:44it down south of the border and pumping it here.
09:46You've heard that there's been an over 20 percent reduction in opioid overdose deaths, 22 percent specifically related to fentanyl.
09:54That is a monumental achievement thanks to President Trump's initiative and direction and push to manhunt federal foreign terrorist organizations
10:02wherever they exist and whatever umbrella they choose to operate under.
10:07The FBI here is here today to announce three individuals who are being elevated to our most wanted perpetrators around
10:18the world, not for drug trafficking, but for fraud.
10:22You've seen what the president and the vice president have done under their anti-fraud task force, and thanks to
10:28the great leadership of Attorney General Blanche, we are not just attacking health care fraud here in the United States
10:33of America.
10:33Our adversaries are taking advantage of the loopholes and the lack of enforcement by the prior administration to fleece our
10:40senior citizens of their valuable life savings, and they are doing it in a sophisticated manner, and it takes a
10:46whole-of-government approach, which you see here represented today, led by the Attorney General, to execute on that mission
10:52to safeguard our senior citizens.
10:53These individuals, pursuant to the New York field office's investigation that began a few years ago, started call centers down
11:03south and across the world.
11:05The funds they utilized and they scammed out of these call centers from senior citizens from across America totaled over
11:12$400 million.
11:15They duped our seniors using email, telephone, text messages, and phishing campaigns into subscribing to a timeshare project that they
11:27falsely stood up and falsely delivered promises that our seniors would be able to enjoy their lives and their vacations
11:34only to have that money seized from them and that vacation and their retirements deprived from them.
11:41This FBI is laser-focused with our interagency partners, not just on these foreign terrorist organizations for dumping these illicit
11:49narcotics into our country, but keeping up with the dynamic threat that they pose on the fraud that they have
11:55now unleashed on our country.
11:57But thanks to this team, and thanks to Attorney General Branch, and thanks to the President of the United States,
12:02we are now chasing them down around the world, as Administrator Cole pointed out.
12:08This is truly remarkable work that is a partnership effort.
12:12It takes every single agency you stay up here today, and most importantly, it takes a president who is willing
12:18to safeguard Americans and put America first.
12:21And President Trump has done just that.
12:23One of the most important things for these perpetrators to know is that there is no safe haven.
12:30We will give you no sanctuary.
12:32In the month of July, the FBI executed almost 30 foreign transfers of custody in over 15 separate countries for
12:41drug traffickers, terrorists, murderers, and rapists.
12:45So what I'm here to tell you today, for all these individuals that are on the run right now, you
12:50will not be on the run for long.
12:51We will hunt you down in every corner of the planet, and we will return you here to face American
12:56justice.
12:57The numbers that we, the FBI and our partners, are returning to America to face justice from overseas is a
13:04record-breaking number.
13:05It is a direct result of President Trump's relationships with foreign governments that allow us to work in spaces we
13:12were never permitted to work before.
13:13And that is why we are delivering these historic results, returning these individuals to America for justice.
13:21And most importantly, once they are in our justice system, we have seized these funds, and we are going to
13:27get them back to the senior citizens that were fleeced of their life savings and their retirements.
13:33That is the mission of law enforcement.
13:35That is the collective mission of the interagency partnerships you see here today.
13:39I'm thankful to be able to stand shoulder to shoulder with these agencies, our prosecutors, the Department of Justice, and
13:45this White House, laser-focused and primary importance on protecting our most vulnerable, our kids, and our elderly.
13:52And you're seeing that done here today.
13:54And this FBI, along with our interagency partners, will not rest.
