01:44Your perfect latte is ready.
01:47Coffee first, then everything else.
01:51Good afternoon and welcome to Beyond the Headlines.
01:54I'm DJ Moises.
01:55And today's conversation is brought to us by Coffee First.
01:59Dalaget has long been known as a municipality blessed with fertile lands, breathtaking mountains, and hardworking people.
02:07But how does Dalaget continue to grow while preserving the very identity that makes it unique?
02:14Joining us today is the Honorable Nelin Tambis, the Municipal Mayor of Dalaget.
02:18Hello, Mayor Nelin.
02:20Welcome to Beyond the Headlines.
02:21Hi, DG.
02:23Yes.
02:24And thank you for making time.
02:26We know that you really have a very packed schedule this week, but you made time for this interview.
02:31My pleasure.
02:32I'm sure you have a lot of viewers who would also like to get to know you better.
02:40Okay.
02:40So I'll start with your experiences growing up that actually shaped you to be the leader that you are today.
02:49I grew up in an ordinary family.
02:53My father was a collection agent of the BIR.
02:58Assigned in this municipality, Dalaget.
03:01My mother was a public school teacher.
03:05So ordinary regid me normal.
03:08But we were trained to share because we just had enough.
03:14We always have a lot of people who are less fortunate to share in Pagkaon, Tagalog, Bugas.
03:22And we were trained to share our extra clothes.
03:26We were trained to share our extra clothes for the children who are more fortunate.
03:30I've also gathered, Mayor, that by profession, you are a CPA, no?
03:34Yes.
03:35And you also have your master's.
03:36I am a certified public accountant and have a master's degree in public administration.
03:44I work for the BIR and was head chief of the assessment division.
03:52But I retired early to be with my kids who were high school during that time
03:58because my next assignment would be outside of the region.
04:02And I was outside the region that I was assigned.
04:05So somebody has to be with our kids.
04:08So I chose to be with my kids.
04:12And then after that, I started coming back.
04:19And then I was able to establish a business with Caloay Sa Diyos, Taxes Pullman, and Naapahang Tutgarun.
04:28And then after I graduated ang akong mga anak sa college, then I decided to reside again.
04:40So from what I gathered, actually, Mayor, you're one of the well-admired leaders here in Cebu, no?
04:51Really?
04:52And I'm sure because we also have the younger generation who are watching us.
04:57They are also aspiring to be you, no?
05:01To be a leader like you.
05:03But not many also recognize that there are sacrifices that you had to make to get you there.
05:11First, sacrifice is the personal time.
05:16I lost my time to be with my apos.
05:20So because to be a mayor, you have to be with your constituents.
05:27It's really eight to five hours of work.
05:32So if you're a leader, we have to be here.
05:37So most of the time, I'm not a leader in the world.
05:40And if you're a leader, you can travel.
05:46Then less time for travel and vacations.
05:49And I know also, because we're here, we saw how packed your schedules are.
05:55I'm sure you also have a lot of aspirations and dreams for the people of Dalaget.
06:00Yun sa man ang imong makonsider na, among the many, ang imong top three na projects for Dalaget?
06:06Ang first, you know, kaning PRDP project, Philippine Rural Development Project, funded by the World Bank.
06:14And gusto na silang development sa countryside.
06:17So ang among ipili, ang kaning Dalageti Highland Vegetables Consolidation and Trading Enterprise.
06:28Kanisya nga enterprise, direct from the farmers, ang produce nila, iprocess na mo.
06:35And then the enterprise will sell directly to the restaurants and the supermarkets, cutting off atong mga pilaka layers.
06:43And we can guarantee the pricing from the farmers kay Karun Osahe, mabagsak ang presyo, luoy kayo ang farmers.
06:53Gista din naman pila ang cost.
06:55And then we will buy the products above cost.
06:59Sigurado silang na ay ginansya, no?
07:02And also, we cut the cost sa mga farmers, like the hauling kay Kuhaona dito sa ilang farm.
07:09And then we cut the cost of kanang, kanang sa trimmings na amna is like 20% kanang bawas ba.
07:18So, additional income good for the farmers.
07:20And also, kanang enterprise, for sure, makita manisya.
07:25Ang kitaan niya, ato sa mga member farmers, mag-divide.
07:30And part of it also will go to the LGO kay co-management.
07:34This will be co-managed by the farmers and the LGO.
07:37So, ang makita asad na income for the LGO could finance sa mga programa para sa ato ang mga kabatanonan,
07:48sa programas sa panglawas, uban pa mga proyekto din ni San Lungsod.
07:55And I'm inspired noong listening to your push also for agriculture.
08:01Yeah, and second, ang kaning ato ang bulk water project.
08:06Like, this is a project by the provincial government, si Governor Pam Baricuatro, ang naghahatag o finanza ni.
08:14It will take a little time, pero once in place ni Tanan, sufficient na giyod ang water, unya, sa ato
08:22ang lungsod din, sa ato mga kabalayan sa dalagid.
08:26Karoon na agiyod tayo water crisis, unya, we're trying so much to patch up lang yun,
08:59kaya I see how it can change lives, no, kung mag-graduate.
09:05So, dili lang po na akademik sa ato ang focus, giyapil po na to ang music and arts,
09:14o athletics, no.
09:50Mostly blowing or koan.
09:54So, we want well-rounded children.
09:58Nga mo ay mo dako o niya din,
10:00hindi mo na po yung mga osa mo maabot,
10:03sila na po yung magdumala sa lungsod sa dalaget, eh.
10:06You truly have a lot of aspirations, no,
10:09both for the children and also for the adults or the people of dalaget, no.
10:15But if we look at on the ground na gitbeer, no,
10:18itong mga everyday Sabuanos, everyday dalaget noon, no, ang tawag na?
10:22Dalaget.
10:23O, yun sa man sa'yo mga projects which you think will make the most difference,
10:28yun, for the everyday na dalaget noon?
10:31I think kaning PRDP project na to,
10:55Highland Vegetable Trading Enterprise.
10:59And, by the way, you just celebrated the first year, no?
11:04Yes.
11:04As ka ng mayor, no?
11:07Yes.
11:09So, congratulations.
11:11And then, sa katong imong first year mayor ba,
11:14what also do you think were the projects man sa'n,
11:17na makaingon na git, ang mga taga dalaget karoon nga,
11:20life has been better and easier for them?
11:23Okay.
11:25Ang una, yun, na pwedigin na mo ikapanghambog, no?
11:29Ang kaning servisyo sa ambulansya.
11:31It's because, sa una,
11:33kinanglang kag-approval sa barangay captain.
11:37You need somebody na political leader na mo-endorse
11:39para lang mo gamit sa ambulansya.
11:42So, karoon, basta lang yun,
11:44tinutan na yung emergency,
11:47just a call, naagin na itong ambulansya.
11:50Libre.
11:51Walay bayad, no?
11:53Osa sana akong i-
11:54koan mo na katawaanan eh,
11:56pero,
11:57ang mong gilibre ang mga CR.
11:59Tanan.
12:00And then, somebody has to be there
12:01nga mag-keep it clean.
12:03Kaya sa una,
12:04babay tan,
12:04maski, jiz, jiz, sana.
12:06But imagine if you're in the market,
12:08in one day,
12:09kapila ka manghihikaw,
12:10patka lima,
12:1150 pesos,
12:12sana.
12:12So,
12:14ato na ito sila manghihisagawas.
12:16So, karoon, itong gilibre tanan, no?
12:19And then, karoon,
12:20di ba nyo sila food, shelter, clothing,
12:21but like you,
12:22I also agree nga ka nang healthcare,
12:25and public health is also important.
12:28Yes.
12:30Atong bago lang,
12:31giableng,
12:31animal bite center,
12:34sa una,
12:35ato ni sila sa bugo,
12:36Argao, bugo,
12:38no?
12:38Maura na yun.
12:39Kung gikan ka sa bukit,
12:41you have to spend mga 500 pesos nga,
12:43pliti,
12:44pa doon ugbalik, no?
12:45So, additional cost.
12:46Karoon, di ata din ni,
12:48atong gilibre,
12:49ang tanan nga dalagit nun,
12:51nga maka-avail,
12:52ane silang,
12:53wako nag-expect,
12:55nag-took,
12:55mga lima-lima lang,
12:56ang mapakagiro kadadlaw,
12:58but it's not.
13:00Ang atong schedule,
13:01Tuesdays and Fridays,
13:03na,
13:03ay,
13:03yung mga 50 kabuo,
13:05kung ana,
13:06kadaghan,
13:07so,
13:07kung ane yun,
13:08big help.
13:09yun sa,
13:11yun sa,
13:12yun sa,
13:12aside ane,
13:12ang usasad yun na mong,
13:14murag,
13:14makahambog,
13:15sadness,
13:16achievement ba,
13:17ga-improve na to ang plaza,
13:19kayo,
13:19we want a space nga,
13:22murag,
13:22open,
13:24anybody can come,
13:26niya,
13:26mga bata,

13:29malipay ka magtanaw nga,
13:31yun na anak,
13:31without spending anything ba,

13:35So,
13:35nindot atong plaza,
13:36amudyun,
13:36nanggi panningkamutan,
13:38fundings at nini,
13:39gobernur,
13:39pamanya,
13:40kami lagi pa bukot,
13:41asa naman butang,
13:42so,
13:42I choose,
13:43put it there,
13:44itong,
13:45mga tao,
13:46maka-enjoy yun,
13:47tapos sa mga bisita,

13:51Well,
13:52I can tell also,
13:53nga murag,
13:54kaning family and children,
13:56no,
13:56especially,

13:59kanang,
14:00kung say,
14:00programs po din mong,
14:02you've been doing,
14:03even before,
14:05you are serving now,
14:06that's also aligned to family and children.
14:10Even before,
14:12nag,
14:12nagkana kong scholars,
14:14but,
14:14I want to share,
14:15kanang,
14:17makalipay,
14:18itong nga story,
14:19ang akong anak was in college,
14:21sa San Carlos,
14:22and then,
14:23one day,
14:24she came up to me,
14:25first year pa,
14:26nagkong college,
14:26first semester,
14:28mami,
14:29luoy kayo akong classmate,
14:31dili,
14:31katay,
14:31uggigsaw,
14:32maghulat dito sa gawas,
14:33maghilak,
14:34hindi ka,
14:35wala yung kwarta,
14:35ikabaya sa twisyon,
14:37can you pay for him?
14:38Yung,
14:39tagadalagit ba ya?
14:40Yung,
14:40ano siya,
14:41bakto lidili,
14:42tagadalagit ba siya kayo ba?
14:44I'm like,
14:44oh sure,
14:44sure,
14:45tagadalagit.
14:45So,
14:46I paid for the twisyon,
14:47and then,
14:49pag-graduate,
14:50man niya kong laude,
14:52kareelida,
14:52so,
14:53kan kaayobanya,
14:54pagkaman,
14:55so,
14:55he came up to me,
14:57mom,
14:57ang saon ako,
14:58pagbayad,
14:58I can start paying now,
14:59kaya makatrabaho na siya,
15:01no?
15:02Nakapasar po siya dahil,
15:03sa CPA board exam.
15:05I told him,
15:06no need to pay,
15:07naalang ko,
15:08yung sa kahangyo.
15:10Pwede ba ni mo,
15:11mapaskwila,
15:11ang usan ni mo,
15:12kang manghod?
15:13Masking usan lang,
15:13kaya I know he has,
15:14like,
15:15five siblings,
15:16no?
15:17Ang manghod niya.
15:19So,
15:19I said,
15:19doon,
15:20doon na yung problema,
15:21kaya ako doon,
15:22makagmugasto sa akong mga manghod.
15:24So,
15:26every Christmas,
15:27magsulat siya,
15:28sa another manghod niya,
15:29ni graduate.
15:30And just recently,
15:32ni sulat siya,
15:33nasad nga,
15:35tanang manghod ni graduate na,
15:37and it's really nice,
15:38and then,
15:39na nasilay balay sa siyudad,
15:41kung nasad siya,
15:44chief finance officer
15:45in a big investment company
15:47in Bahamas.
15:48So,
15:49inana siya,
15:49kasuksesful.
15:50Kung ano,
16:00kayo,
16:01that's a great source of joy
16:04on your end also,
16:05kay,
16:05what my father used to tell us also,
16:08education is an equalizer,
16:12saka tong case,
16:13saka tong classmates,
16:14saka tong anak,
16:14and then,
16:15it's also a multiplier.
16:16Yeah,
16:16multiplier,
16:18pay forward.
16:19Correct.
16:19Nagaan ko,
16:20mga maestra,
16:21mga koan,
16:22pero,
16:22kanigyod,
16:23marag,
16:23kaan kayo siya ba?
16:25Inspiring kayo.
16:27What about in the space,
16:29food of innovation,
16:31Mayor?
16:31Okay,
16:31makita magin na ito karun,
16:32marag,
16:33we are very particular side
16:34about where we're headed.
16:36So,
16:36there is a dalagit,
16:37wala ni sila kahibalo,
16:39na atay,
16:40Rimu machine,
16:41it's a rice mungo machine,
16:43no?
16:43Nga,
16:44of course,
16:45ang ingredients is rice and mungo.
16:47Nga mahimol siya,
16:48ka,
16:50pops,
16:50o rice pops,
16:51o kanang,
16:53what do you call this,
16:54kanang muragsirilak ba?
16:55Ah.
16:56So,
16:57kanigy siya,
16:58kay,
16:58healthier option,
17:00sa mga bata.
17:01So,
17:01amon ni gihatag,
17:02librizad,
17:03sa mga,
17:04mga bata,
17:04sa daycare center,
17:06no?
17:07Para mo,
17:07ay ilahang kaunon,
17:09instead of junk food.
17:11So,
17:12kumakalipay,
17:13naataan ni ba,
17:15kanig siya nga machine,
17:16gihatag sa,
17:17kalahi,
17:18si,
17:19na project niya,
17:21na ninkamot yun ko,
17:22nga mapaandar ni nga machine,
17:23na kay,
17:24kanang,
17:25maayos sa diod siya.
17:27Ititiyon na ni na deliver,
17:28marag 2023.
17:30Marag napabayaan ba?
17:31So,
17:32karun operating na.
17:33At is moving forward ni giyad.
17:34Oh,
17:35yes.
17:35So,
17:36we've covered
17:36agriculture,
17:38we've covered
17:38public health,
17:40and then,
17:40naputay,
17:41education,
17:42and then,
17:42innovation.
17:44Let's move also
17:45into a topic
17:46na medyo
17:47close to a lot
17:49of Filipinos' hearts,
17:50and that's
17:50transparency.
17:52So,
17:52how are you upholding
17:53transparency
17:54in governance,
17:56mansad mayor?
17:57Wakwan sa kumang hambog,
17:58sad lang sad ko,
17:59no?
18:00We just have been
18:01awarded with
18:02a good
18:04financial housekeeping
18:05by the DILG.
18:07So,
18:08malipay,
18:08sag ko,
18:09that's for the year
18:092025,
18:10kay,
18:11at least,
18:11start lang na to,
18:12pero,
18:13at least,
18:13we were able
18:14to comply
18:16niya.
18:17Basta,
18:18tinanay nga,
18:18servisyo,
18:19wipe sa yuk,
18:20na agyon,
18:21ma-recognize po
18:22sa mga government
18:23agencies.
18:24So,
18:25I mean,
18:26that's very essential,
18:28especially at this time,
18:29no?
18:29And a good
18:30behavior to model
18:31also to the
18:32younger
18:33generation.
18:34So,
18:35if we,
18:36fast forward the mayor,
18:37no?
18:37Five years from now,
18:39no?
18:39So,
18:40kung na'y mga tagadalagit
18:41noon,
18:41and then,
18:42they will go back
18:43at this point,
18:46no?
18:46Kunsa man,
18:47do you think
18:47they will remember
18:49about
18:512026?
18:54Kanang,
18:55koan na to nga,
18:57morag,
18:57nindot ang dalagit.
19:00Boy,

19:04sa mga itong last fiesta,
19:05nindot kayo pagka-organize
19:07sa mga fiesta,

19:17dagahan kayong tao,
19:19but walay gubot,

19:21ka ng police blatter,
19:23maski usa,
19:24walay traffic,
19:25na,
19:26siguro,
19:26slowdown lang,
19:27pero,
19:27mayayon yun pagka-organize.
19:29Salamat kayo sa amuang team,
19:30ng amung grupo
19:31tananduri sa munisipyo
19:32kayo nag-cooperate yun.
19:34Mayor,
19:35because you have
19:36really been doing
19:37so many things,
19:38for other people,
19:40but these are also
19:42not easy choices,
19:44and easy tasks.
19:45So when you reach
19:47also ka ng a moment
19:48in which you find
19:49things to be heavy,
19:51where do you draw
19:52your strength?
19:53Tawag yun tas ginoo.
19:56I pray to God
19:57for discernment,
19:58for guidance,
20:00for protection.
20:02Onya,
20:02I have a group of friends
20:04nga,
20:04who are deeply religious,
20:06mupatabang kong ampu nila,
20:08and I can feel
20:09nga itabangan kong nilang ampu.
20:11Kung mas bugat pagyod,
20:13I call my religious friends,
20:15mga madjiri,
20:16mga pare.
20:18So I am born also
20:20the family nga,
20:21na ay mga pare,
20:22ang akong lula,
20:24iksoon niya to,
20:25si Archbishop Manuel Salvador,
20:27o kato si Padre
20:28Bironico Salvador.
20:30Ang akong mama,
20:31duhasad ka iksoon niyang pare,
20:33Padre Vincent Dayaw
20:34o Padre Cuomo Dayaw.
20:36Mga kahibalok ko
20:39or suhito ko
20:39sa mga panginanglan
20:41sa simbaan.
20:42That's why also nga,
20:44kung unsay mga kinanglan
20:47na ay,
20:47joko permi,
20:48mo bulunter,
20:50o mo tabang joko permi
20:52sa panginanglan sa simbaan.
20:54And of course,
20:55ang akong pamilya,
20:56no?
20:56They are always
20:57have been
20:58my strongest source
21:00of moral support.
21:02Si Lagyod,
21:04na-appell me
21:04always na ako.
21:05So how about
21:06kaning mga times,
21:08may or no,
21:08kay Daghan Magyug,
21:09mga situations
21:09that you face,
21:11and then mga pangutanan,
21:13walang yung perfect answer.
21:15So how do you also discern?
21:17So after praying,
21:19mga on,
21:20natal.
21:21It was always
21:22marilieve
21:23butas atong mga problema
21:24basta,
21:26mga una.
21:27And I invite
21:28all my
21:30canadering
21:30staff,
21:31mga unta.
21:33Well,
21:34actually,
21:34it's also nourishment,
21:36no?
21:36Not just for the body,
21:37but also for
21:37for the soul,
21:39no?
21:39So,
21:40Karun Mayer,
21:41that you are already
21:43the leader,
21:44no?
21:45In Dalaget,
21:46and you're also
21:48faced with
21:49a future
21:50that's also
21:52uncertain.
21:53what gives you
21:55hope?
21:57Ang atong pag-asagid,
21:59ang atong
21:59kabatanunan.
22:00That's why I believe
22:01in investing
22:03sa atong mga
22:04kabatanunan.
22:05Not only
22:06academic excellence,
22:08but we have to
22:09develop their
22:10leadership,
22:11their values
22:12through music,
22:14through arts,
22:15through athletics.
22:15and
22:17kani silang
22:18mga bata,
22:19mauni atong
22:19mga future
22:20leaders,
22:21mo sila na
22:22yung dumala
22:23sa lungsod
22:23sa Dalageti,
22:24gusto na to
22:25nga well-rounded
22:26ni sila,
22:27balance ang
22:30ilahang
22:30mga
22:31learnings,
22:32no?
22:34Atong
22:34ampingan
22:35ang atong
22:35mga kabatanunan
22:36kay sila
22:37ang magpalambu
22:38sa future
22:39sa Dalageti.
22:41And then,
22:42speaking of
22:43future,
22:44kinang
22:44where do
22:46you want
22:46to take
22:47Dalaget
22:48man in
22:49the future?
22:51I envision
22:52Dalageti
22:53to be
22:53a better
22:57community,
22:58limpio,
22:59hapsay,
23:01ang mga
23:01lumulupio,
23:02malipayon.
23:04Hopefully,
23:05ma-achieve
23:06yun na
23:06nato
23:06tanan.
23:07And then,
23:09as we've
23:10talked about
23:11earlier,
23:11there really
23:11are a lot
23:12of young
23:12people who
23:13also wish
23:14to be as
23:15successful
23:16as you
23:17and also
23:18makamake
23:19sa sila
23:20difference
23:20when their
23:22time actually
23:23comes.
23:24So,
23:24if there's
23:24one lesson
23:25that you
23:27want the
23:27next generation
23:28of leaders
23:29to learn,
23:31un sa man
23:32is siya,
23:32mayor?
23:33A person's
23:34character
23:35matters more
23:36than achievements.
23:38Pwede ka
23:38successful,
23:40dagang
23:40accomplishments,
23:41accomplishments,
23:42but it's
23:42always your
23:43true character
23:44will shape,
23:45will define
23:46who you
23:47truly are.
23:48Maonga
23:49akong
23:49tambag sa
23:49mga
23:50kabatanonan,
23:51be kind,
23:52be honest.
23:54Kineng
23:54mga,
23:55you treat
23:55others
23:56with respect
23:57with respect,
23:58kay maokini
23:58ang mga
23:59bisan unsa
24:00pa ang
24:01maabot
24:01sa kinabuhin
24:02mo ni mo
24:02shape,
24:03yod ni mo.
24:04People may
24:05forget what
24:06you achieve,
24:07but they will
24:08never,
24:09but they will
24:10always remember
24:11kung unsan ni mo
24:12sila
24:13pagtratar.
24:14Good character
24:15coupled with
24:16hard work,
24:19humility,
24:20faith in God,
24:21I will always
24:22take you to
24:23greater heights.
24:24Filipinos are
24:25watching,
24:26Mayor,
24:26Cebu is
24:27watching,
24:27and the
24:28people of
24:29Dalaget,
24:29they are
24:30watching.
24:32What would
24:33you want to
24:33tell them
24:34where the
24:35municipality is
24:36headed?
24:37I want
24:38every Dalaget
24:39nun to know
24:40that they have
24:41a government
24:42that truly cares,
24:44listens,
24:45and works.
24:46Amidst all
24:47the noise
24:48in politics,
24:49I want them
24:49to feel
24:50that this
24:51administration
24:52is different,
24:53one that
24:54is anchored
24:55in compassion,
24:56love,
24:57and genuine
24:57public service.
24:59Ang atong
24:59panggamhanan
25:00na kasintro
25:01sa katawahan
25:02dili sa
25:03politika,
25:04sama sa
25:04o sa kainahan
25:05na nagatiman
25:06sa iyang
25:06mga anak,
25:08among

25:09na matag
25:10dalagit nun
25:11makabaton
25:12o mas

25:14mas daghang
25:15oportunidad
25:15o paglaong
25:17alang
25:17sa kaugmaon.
25:19Ang among
25:20kalampusan
25:21dili
25:21masukod
25:22sa mga
25:22award
25:23o titulo,
25:24apan sa
25:24matag-pamilya
25:25na among
25:26matabangan,
25:27sa matag-kinabuhi
25:29na among
25:29mausab.
25:30Maokini
25:31ang matang
25:32sa panggamhanan
25:33na gusto
25:34na ko

25:41Well,
25:41I'm
25:41definitely
25:42sure
25:42that
25:43the
25:43people
25:44of
25:44dalagete
25:45will
25:45really

26:03So,
26:04every
26:05municipality
26:05has its
26:06own
26:06challenges,
26:07but every
26:08challenge
