President Donald Trump has agreed to end “Operation Metro Surge”, the large and controversial deportation surge in Minnesota, White House border czar Tom Homan announced Thursday. The crackdown - which saw around 3,000 immigration enforcement agents deployed to deport migrants across the state - will be scaled down as many officers are set to return to their home states next week.

Operation Metro Surge had become one of the most hotly protested moves of Trump’s presidency, drawing mass demonstrations in Minneapolis and Saint Paul. The surge led to thousands of arrests and the fatal shootings of two U.S. citizens, Renée Good and Alex Pretti, by federal immigration agents, sparking widespread outrage and legal challenges. Trump officials presented the drawdown as a response to coordination with local authorities and public pressure, but local leaders and activists called for accountability for the violence and disruption caused by the operation.

00:00We've seen a big change here in the last couple of weeks.
00:04And it's all good changes.
00:08I'm also pleased to report that we're seeing a notable
00:11decrease on unlawful agitator activity here in Minneapolis and overall throughout the
00:16state. This is great news from Minnesota communities
00:19that have been adversely impacted by the lawlessness and chaos in the street.
00:24We have what we call here QRFs, Quick Response Force,
00:28security teams that get called out when ICE
00:31officers are out doing operations. If they get into trouble, if agitators get out of control,
00:35if there's a danger and public safety is at risk, these
00:39QRFs respond to help these officers get off
00:43the X and get out of that situation. I asked the day
00:47when I got here, I want to know what the QRFs call outs are,
00:51what their deployments are. I want to know every time a QRF is called out.
00:56The QRF deployments have dropped dramatically
00:59because we have less of that occurring,
01:01less of the agitator that crossed that line.
01:04That is a good thing. That is a win for everybody.
01:07Not just for the safety of the law enforcement officers,
01:09it's a win for this community.
01:14With that, and success that has been made
01:17arresting public safety threats and other priorities
01:19since this surge operation began,
01:21as well as the unprecedented levels
01:23of coordination we have obtained
01:25from state officials and local law enforcement,
01:27I have proposed,
01:29and President Trump has concurred,
01:30that this surge operation conclude.
01:36A significant drawdown has already been underway this week,
01:40and will continue through the next week.
01:45We have a lot of work to do across this country
01:47to remove public safety risk
01:51who shouldn't even be in this country.
01:54And to deliver on President Trump's promise
01:56for strong border security and mass deportation,
01:59law enforcement officers drawn down from this surge operation
02:02will either return to the duty station
02:04or be assigned elsewhere to achieve just that.
02:10We will continue to enforce Title A immigration law
02:13throughout this nation.
02:17Prioritizing national security threats
02:19and public safety risks makes sense.
02:21But I will continue to say over and over again,
02:24if you are here in the country illegally,
02:26you are not exempt from our immigration laws.
02:29If we encounter you,
02:30we will take appropriate enforcement action.
02:34For those that say we are backing down
02:37from immigration enforcement
02:38or the promise of mass deportations,
02:40you are simply wrong.
02:42Look at the data.
02:44Record number of arrests and deportations
02:46under President Trump's first year.
02:48And we will continue that effort.
02:52Prioritizing public safety threats
02:53and national security threats
02:54doesn't mean we forget about everybody else.
02:57We will take action on everybody else.
03:01That's just a stone cold fact.
03:04A small footprint of personnel will remain
03:07for a period of time to close out
03:08and transition full command and control
03:10back to the field office.
03:12As well as to ensure agitator activity
03:15continues to decline.
03:16And that state and local law enforcement
03:19continue to respond to ensure officer
03:21and community safety.
03:23Additionally,
03:24federal government personnel assigned to conduct
03:26criminal investigation into the agitators,
03:29as well as the personnel assigned here
03:31for the fraud investigations,
03:32will remain in place until the work is done.
03:37I will also remain on the ground for a little longer
03:39to oversee the drawdown of this operation
03:42and ensure its success.
03:45In closing, I want to thank the leadership
03:48and senior management that I've worked with
03:50for your efforts into these issues,
03:52determine deficiencies and challenges,
03:54present solutions and implement improvements
03:56that will benefit how operations are run
03:58and executed nationwide.

04:04the men and women of the Border Patrol.
