00:00I think that intervention in these situations is justified provided that one can be assured that there is a legitimate power ready to take over and that it's terrible if you create a state of anarchy, that would be awful, it would be dreadful if you create conditions which would allow an even more oppressive regime to come in, but we should certainly be open to being involved if we've got the right intelligence.
