00:11Europe's era of independence must be unstoppable.
00:17And we have more work to do.
00:20We have to go further.
00:21We must move swiftly.
00:24And that is particularly important when it comes to security and defence.
00:27The bottom line is simple.
00:31Europe must be responsible for its own security.
00:35This is not longer an option.
00:38This is a must.
00:45I want to focus.
00:49I proposed two different options for this upcoming European Council.
00:54One based on assets and one based on EU borrowing.
01:01And we will have to decide which way we want to take, which route we want to take.
01:06But one thing is very, very clear.
01:09We have to take the decision to fund Ukraine for the next two years in this European Council.
01:15Yesterday's peace is gone.
01:24We have no time to indulge in nostalgia.
01:29What matters is how we confront today.
01:33We cannot afford to let the world views of others define us.
01:38Europe has been losing share of global GDP, down from 25% in 1990 to 14% today.
