00:00Question for the governor. If California redraws districts for Democrats to try to fix these, that would only cancel out what Texas is doing, but Republican-led states, including Florida, Ohio, Missouri, and Indiana, will or are considering redrawing their own lines, and Democrats don't control enough states or have enough districts to pick up to counter that.
00:24So, given that math, why go through with trying to bypass them?
00:30Well, these guys are ruthless on the other side, so I concur.
00:37That said, we can control what we can control. It's not what happens. It's what we do in response to what happens. Here's what we can do in response.
00:45There's other states that can act, not dissimilarly to California, but none can act, I guess, with the scale and scope that we can.
00:53So, that would be my response. It's always the right thing to do the right thing. It's always the right time to do the right thing.
01:00And our response is what we can control, and we can encourage others, through the power of emulation, to consider the approach that we've taken based upon their unique circumstances.
01:14Most states don't have independent redistricting. Many states have super majorities in their legislature.
01:18There are a number of other states, as you know, that are considering democratically-led states, and not just Republican-led states, that are considering similar actions.
01:28But we're not going to unilaterally disarm. We're not going to allow them to roll us over.
01:34And at least we will have the power of expressing ourselves very powerfully that everything they did in Texas, all the fire and fury, signified nothing.
01:49That we neutralized it. We nullified that.
01:53We don't move unless they move.
01:56This is triggered.
01:56They drew first blood.
01:59We're responding to this action.
02:03And this is how we choose to respond, and I hope other governors and other leaders across the country do this.
02:07Governor, last question, and hypothetical, if it is triggered and voters do not improve it, is there a backup plan?
02:13Is there a plan B in Texas?
02:15I think the voters will prove it.
02:16I think the voters understand what's at stake.
02:18Look, I'm not naive.
02:21We live in the most un-Trumped state in America.
02:24And I think people understand, boy, do they understand, intimately understand what's at stake with Donald Trump.
02:30What more evidence do you need today, a couple days ago, with a Penske truck, where people just jumped out, racially profiling people?
02:41Look at what just happened at UCLA.
02:44What more evidence do we need?
02:45And so I think I have all the confidence in the world, the wisdom of the voters of this great state.
02:52And I'm not just talking about Democrats.
02:55I'm not just talking about independents.
02:58We believe in independent redistricting.
03:00That will be on the ballot.
03:02We believe it should be nationalized.
03:04That will be on the ballot.
03:06We have the opportunity to send a message, enough.
03:08And I believe Republicans, not just Democrats and independents, will meet that call.
03:14And we will overwhelmingly support this change.
