00:25I have already deducted almost P14 billion from our budget.
00:30So again, it will require a law so that the law will now prescribe for additional budget for our teachers.
00:37It would be better if the best way to countercheck the machine is to manually count the ballots.
00:44But with our machine now, we can manually count already the ballots because we will show the ballots immediately.
00:51We can't lie to the machine because if we count the ballots, we will show the ballots immediately.
00:58But again, we should open our minds to this kind of suggestions.
01:03Because the suggestions are well-meaning.
01:05However, the hands of the government are tied.
01:08Because we are just moving based on the law.
01:11And yet, it's just really the budget and the absence of the law.
01:15That's why I said earlier, we have different interpretations.
01:18My interpretation is that they are the IT experts.
01:23And therefore, we have different interpretations.
01:26But one thing we want is transparency.
01:28And because of the transparency in Asia,
01:30maybe no one will oppose that our election should be transparent.
01:35And our fellow countrymen should know how to count the ballots.
01:39I hope that our employees,
01:41because there are so many, 1,200 members of the Management Association of the Philippines,
01:46our employees should be allowed to vote.
01:49They should be able to choose correctly.
01:50We are not dictating who they will vote for.
01:53And I hope that we can help our voters' education program.
01:58In all our small way, we can help because the public cannot do it alone.
02:04The issue of voters' education is the issue of everyone.
02:08That's why we are asking for help.
02:10That's why I'm here.
02:11Going into the lions den.
02:14But so be it.
02:15Even the lion can perhaps forgive.
02:17What's important is that this is always a friendly exchange of ideas.
02:22That's how it should be.
02:23The public always welcomes suggestion, opposition, and even violent reactions.
02:29That's what we are saying.
02:32What is our answer to the lack of law?
02:34In other words, I really don't have a law.
02:37I'm just proposing.
02:39Because if there is one, I hope that from 2010 onwards, there will be a law.
02:44If there is one, even if I don't implement it,
02:47we will always be the first to implement and follow the law.
