00:00The issue of warrant of arrest from the International Criminal Court against former President Rodrigo Duterte is related to the former Integrated Bar of the Philippines President, Atty. Domingo Cayoza.

00:14Good morning, Raffy, and good morning to those listening and watching, Raffy.
00:19How is the process of serving a warrant of arrest from the International Criminal Court against an accused?
00:26If the ICC issues a warrant of arrest, it will let the country know where it wants to arrest.
00:36They can also let Interpol, the International Criminal Police Organization, know about this so that they can coordinate with the local police.
00:47The Philippines is a member of Interpol. If the ICC requests something to Interpol and Interpol requests something to our police,
00:59we are under international law and treaty obligation to cooperate and respond to the request.
01:07What role do you see the Philippine government playing in the so-called warrant of arrest, especially if the country is not a member of the ICC?
01:15Even if the Philippines is not a member of the ICC, because we left the time of former President Duterte,
01:23we still have residual obligation to cooperate in the cases that were filed and investigated.
01:32Second, if the request for assistance in serving the warrant is to Interpol,
01:39it's a different law, it's a different international covenant, it's a different treaty.
01:47We did not leave that.
01:49So it's still up to our government to enforce the warrant of arrest if it's to be passed through Interpol.
01:59But why do we see that there are heads of state who are being harassed or given the warrant of arrest by the ICC?
02:05For example, Prime Minister Netanyahu of Israel, but it was not enforced. How is that case?
02:13Because Israel is not a member of the ICC and it's a member of Interpol but it's not a member of the ICC.
02:25They have strong control over their police force.
02:30It's noted that Russia and the dictatorial regimes, including Israel, are disregarding the international conventions.
02:45So what's happening there does not mean that it will be done in our country.
02:52Because our police force needs a lot of assistance from Interpol.
02:58We are enforcing a lot of warrants of arrest abroad where we need the assistance of Interpol.
03:06If we do not take action on the request of Interpol for the service of a warrant of arrest to Interpol,
03:14we will not be able to increase their cooperation in other things.
03:18Our government for now, they said that if it's to be passed through Interpol, they are ready to comply with any event policy.
03:29Let's wait and see what action the government will take.
