00:00President Trump right now is giving remarks from the White House, from the Oval Office,
00:05and as soon as we get those taped remarks, we will play them out for all of you to see.
00:09But in the meantime, Democrats are in panic mode, reportedly calling an emergency meeting
00:15yesterday of a dozen House Democrats.
00:18Now, this comes after that embarrassing display during President Trump's joint address to
00:23Congress, including the moment Al Green shouted and waved his cane that led to his censure.
00:30That's your warning.
00:31Remove this gentleman from the chamber.
00:43Hello, everyone.
00:44This is Outnumbered on this Friday.
00:45I'm Kayleigh McEnany here with my co-host, Emily Campagno.
00:48Also joining us, Molly Line, Fox News correspondent, Marie Harf, Fox News contributor and former
00:53State Department spokesperson under President Obama.
00:57And look who it is for the very first time on the couch, House Speaker Mike Johnson.
01:03So good to have you here, Speaker Johnson.
01:05So good to be with you.
01:06I've been wanting to do this for a long time.
01:08So thanks for the opportunity, ladies.
01:09We've been wanting to have you and we are quite excited.
01:11You know, I woke up this morning and I'm reading and, you know, all the congressional publications,
01:16Politico, Punchbowl, Axios.
01:18Here's what they said happened last night.
01:20I was very intrigued by it.
01:21This is after the censure of Al Green.
01:23You have Politico playbook citing Axios that says there was a very unhappy House Democratic
01:28leadership meeting.
01:29They had a come to Jesus meeting with a dozen House lawmakers, Punchbowl elucidating on
01:35that said that this included Maxwell Frost, Jasmine Crockett, two very outspoken Democrats,
01:41and they used the word that they were berated for their behavior.
01:46How ordinary is it for leadership to berate members of their own party?
01:51And were you surprised by this?
01:53I wasn't surprised.
01:54It is extraordinary.
01:55But they did make fools of themselves on the House floor and everyone saw it, everyone
02:00in the country.
02:01It was a reminder to them why we won so decisively in this last election cycle and why they lost.
02:06And they're really a party in total disarray, as you see it on vivid display right now.
02:11They don't have an identified leader.
02:13They don't have any vision for where they're going.
02:15They don't have a platform that they can run on because it was repudiated overwhelmingly
02:19in the election.
02:21So they're sort of flailing about and it blew up on the House floor and I think they
02:25deeply regret it.
02:26At least some of them do.
02:27Others apparently didn't get the message of the election.
02:29No.
02:30Al Green among them.
02:31He becomes the fourth House Democrat to be censured in the last four years.
02:35And Hakeem Jeffries, your counterpart on the other side of the aisle, had this to say about
02:39the censure.
02:41The censure resolution put forth by extreme MAGA Republicans is not worth the paper that
02:52it was written on.
02:54He says it's not worth the paper and House Freedom Caucus members are asking to put forward
02:59a resolution to remove Al Green from his committee assignments.
03:02What are your thoughts on that?
03:03Well, the interesting thing is we he was censured for disrupting the proceedings of the House.
03:08And while I was reading the censure that was voted in, by the way, by 10 House Democrats
03:13who joined Republicans in that, they disrupted the proceedings of the House.
03:17So there's some irony there.
03:19We have to keep decorum.
03:20We have to keep control of the proceedings because we're the greatest deliberative body
03:25in the world and we need to act like it.
03:27And I think this went way over the line.
03:29By the way, these censures, this is not a normal thing.
03:31I mean, he was only the 29th member of the House to be censured in the entire history
03:35of the U.S. Congress.
03:36So it was above the pale.
03:38He's the first person to ever be removed from the floor during a presidential address.
03:42It was appropriate.
03:43And we've got to we've got to maintain control.
03:45You know, Emily's going to hop in here, but just a quick follow up.
03:47What about his committee assignments?
03:49Do you think that's on the table?
03:50Well, I talked to Freedom Caucus members and other Republicans who are deeply concerned
03:53about this.
03:54They say we have to restore control one way or the other.
03:56They need to be real consequences.
03:57And it's something we'll be looking at early next week.
04:00So Mr. Speaker, it seems that there are some some reasonable heads prevailing, right?
04:03We have Michigan State Senator Mallory McMorrow.
04:05She says, look, these Democrats are sick and tired of performative nonsense.
04:09We don't want to see our elected officials trying to be cute or clever, she says.
04:12So back to Tuesday night, Peggy Noonan, Democrat, esteemed WSJ opinion editor, wrote a thoughtful
04:18op ed today where she said, look, I came to three conclusions after Tuesday.
04:22She said they're not serious people talking about her own party, these elected officials
04:26who refuse to stand up, refuse to clap to their job was to show they are an alternative
04:31to Mr. Trump.
04:32And instead, they proved why he won.
04:34And then her third and most important, she said they will continue to lose for a long
04:38time.
04:39And she talked about how to stand and cheer, to show support for these incredible Americans
04:43that were there that evening was to show love.
04:46And instead, she said they brought the hate.
04:48So my question, to quote the Black Eyed Peas, which I got to see in concert a hundred years
04:51ago, where is the love speaker?
04:53And do you think that Democrats will listen to these reasonable voices?
04:56I think most of them won't.
04:59And you saw that by their vote.
05:00They voted against Century Now Green.
05:02They're doubling down, tripling down on their failed policies and their message.
05:06And it does not resonate with the people.
05:08Peggy Noonan used to be a speechwriter for Ronald Reagan.
05:10I mean, she's a pretty keen observer of politics and human nature.
05:14And what she's seen here is a trend that no one can deny, that the Democratic Party has
05:18left the American people.
05:19When I was a kid, I grew up in Louisiana in the deep south.
05:22There weren't many Republicans.
05:24I didn't know many.
05:25But that party left the people of my state and every other state over the years.
05:29And now they went through that woke progressive nonsense.
05:34They went so vigorous and aggressive.
05:36It's almost like the pendulum swung all the way to the left and it clicked.
05:40And now it's sort of moving back.
05:41And what President Trump represents, and our party by extension now, is a force that is
05:45moving that pendulum back to what President Trump says is common sense.
05:50And that was long overdue.
05:51And the people embrace it.
05:53And the polls verify that they're in favor of what we're doing, restoring common sense
05:58and our conservative principles, which I know that we can demonstrate are good for
06:02everyone.
06:03It will lead to human flourishing.
06:04And then we'll keep these new demographics of folks that we gained in this election cycle
06:07and govern for many years to come.
06:09Speaker, it's so interesting.
06:12A lot of Democrats remember Joe Wilson yelling, you lie, at Barack Obama and Marjorie Taylor
06:16Greene and Lauren Boebert saying some really awful things to Joe Biden.
06:20So the State of the Union in general has become a little bit more of a circus, I think.
06:25So Democrats will also remember that.
06:27But you're right in saying that Democrats are searching for a message and a leader.
06:31Now, I'm a Democrat.
06:32I looked at what happened on Tuesday night and did not like a lot of it.
06:35Right.
06:36What I did like was Alyssa Slotkin, the senator from Michigan, who was the official response,
06:40who's a moderate, worked for the George W. Bush CIA, right, worked on Iraq and other
06:45intelligence issues.
06:46And she came out and said prices are higher.
06:49The thing you know, they're firing veterans all around the country.
06:52We are hearing in town halls that voters, you know, Democrats may not be winning them
06:56over quite yet, but Republicans are starting to lose them.
07:00So I'd love your thoughts on sort of her message.
07:03There is a moderate wing of the party and it was on display in that speech.
07:06But also what your members are starting to hear.
07:08We're seeing these town halls where members are getting berated.
07:11You know, I lived through the Obamacare town halls and I learned as a Democrat, you know,
07:15once you start getting those, you know, canceling town halls, things don't look good for you.
07:19So what do you make of sort of this moment and that part of the party and also how your
07:23members are are hearing from folks?
07:25Well, look, are they going to cancel town halls?
07:28I'll say this.
07:29The president is now what is it, 45 days into his administration?
07:33We're transitioning from Bidenomics in the terrible economy that was delivered by the
07:37last administration.
07:39It takes a while to turn that ship around, but we are doing that.
07:42And the Congress is working to codify all the executive orders that the president is
07:45doing.
07:46Now, with regard to the town halls, look, I mean, we have Republicans who want to go
07:49out and be among their constituents and and hear their concerns and dialogue with them.
07:53It's a big part of the job.
07:55But the problem is they're being ambushed right now by what are some, in many cases,
07:59paid protesters.
08:00You've got George Soros funded groups.
08:02They're very well organized.
08:03That's one thing Democrats do very well is this organization.
08:05Right.
08:06And they go in.
08:07They go an hour or two early before the event.
08:09They fill all the seats.
08:10And so the actual constituents of these Republican members can't actually make it into the arenas.
08:15And so it's not a productive dialogue at all.
08:17They're just walking into an ambush.
08:18So we've we've encouraged our members to think thoughtfully about that.
08:23There are a lot of ways now with technology to be in constant dialogue with their constituents.
08:27You can do telephone town halls and get 10,000 people on the phone at the same time.
08:30You can have small group meetings with industry or organization groups or various parts of
08:34your community and to be very productive.
08:36So we want to do the job, do it well, do it efficiently and effectively.
08:40And going walking into a stage production like that doesn't serve anyone's interest.
08:45Thank you, Mr. Johnson.
08:46I know Molly has a question for you and we're going to get to that in just a moment.
08:49But I noticed something this week.
08:50I looked back at Biden's State of the Union last year and I saw you stand when he mentioned
08:56John Lewis and I saw you stand when he mentioned standing as America to get the hostages freed
09:02from Hamas.
09:03You were able to recognize those common humanity moments and it doesn't appear that your colleagues
09:08on the other aisle were able to do that for DJ Daniel, a cancer survivor.
09:13Why do you think you could recognize that, but they could not?
09:16It's a great question.
09:17It was shameful.
09:18I mean, they didn't stand for the families of, you know, Lake and Riley and victims of
09:23crime and all of these things that the hostage who was released after his elderly mother
09:28pleaded for all of that from the tragedy in Israel.
09:32I mean, they missed their opportunity.
09:34And look, a State of the Union or a joint address is meant to be, they're supposed to
09:39be unifying moments.
09:40It's something we all join in together.
09:42It used to be a celebrated event of America.
09:45And so you look for those moments that you can join and all all join together.
09:49President Trump provided many of them and they just sat through it all.
09:52And so I think it sent a profound message to the people.
09:55I mean, it was shameful and I don't know how they explain their way out of that.
09:58Yeah.
09:59Well, you know, we talk about the bingo cards and the waving of the cane at the same time.
10:04There's an opportunity here for more moderate Democrats.
10:07Marie was talking about this to to come forward and appear sane in comparison.
10:12So there is this window of opportunity as the Democrats are trying to figure out where
10:16they're going to go and how they get back on the map.
10:18And while they're definitely throwing a little spaghetti against the wall in a lot of different
10:22respects.
10:23Here we are.
10:24We're about to go into a pretty intense period where we're going to be talking about money.
10:27You know, this is what Congress does.
10:29And there's a lot of criticism right now.
10:31And the Democrats want to put language in about how much power President Trump has and
10:36what Republicans in Congress will do to rein that in.
10:39What do you picture in the coming weeks ahead?
10:41Hopefully not any, you know, Serbian legislative smoke bombs being tossed around.
10:45Expect a little more peace than that.
10:46Well, that's right. And this illustrates that the radical extremists in the Democrat Party
10:51have outnumbered the moderates.
10:52There's only a small handful of moderates left, and that's been on display here over
10:56and over. And they tried to do it, to your point, in the appropriations process.
11:00The Republican appropriators are negotiating in good faith.
11:03They're exchanging top line negotiation numbers back and forth.
11:07And about two weeks ago, the Democrats threw into this outrageous requirement the
11:12stipulation, hey, we won't fund the government unless you tie the hands of the
11:16executive branch, unless you put in all these stipulations and you take away the
11:20authority that they're duly allowed in our system.
11:23And we're not going to do that. They know we're not going to do that.
11:25So it looked like they were trying to engineer a shutdown of the government, which is
11:28terribly irresponsible.
11:29We're not going to do that. We will be running a clean CR next week.
11:33And what that will do is allow us time, allow the White House time, the
11:37administration, to continue the doge efforts, finding all these extraordinary levels of
11:41savings and waste, fraud and abuse.
11:43We'll be able to incorporate that into the budgeting for FY 26, which will start
11:47almost immediately after we're done next week.
11:49And so that's going to be a great innovation.
11:51I think it's going to change the way government works.
11:53I was with Elon Musk in his office across the parking lot from the White House about a
11:58week ago, late at night.
11:59We're meeting, and I said, we're both getting increasingly excited about all the
12:02savings that he's finding.
12:03And I said, we're looking at this differently.
12:04You think of it as a data analyst and a scientist.
12:07I'm looking at this as a constitutional law attorney and a historian.
12:10Elon, it's not just about saving money.
12:12This is revolutionary.
12:14We're going to restore the founder's original vision for the Constitution.
12:17We're going to they wanted a limited federal government that had careful oversight by
12:21Congress. But Congress hasn't been able to do that because they've been hiding the
12:25data. He's found it.
12:26It's going to change the way we do government.
12:27Speaker Johnson, you had a viral moment with Vice President J.D.
12:31Vance during the State of the Union.
12:33It was a well joined addressed to Congress.
12:35I should say it was a hot mic moment.
12:36We want to play that. By the way, I think the speech is going to be great, but I don't
12:41know how you do this. The hardest thing was doing it during Biden when the speech was
12:48a stupid campaign speech.
12:51I mean, what's the backstory?
12:52Did you not know your mic was on?
12:55They turn these mics off all the time.
12:57I didn't know it was on.
12:58And, you know, they're always on.
13:00Sorry about that.
13:01But I was candid there.
13:02It was candid.
13:03It was funny.
13:03And I got to say, you know what?
13:05My sister is in social media, says Organic Works and social media loved that moment.
13:09You joined the ranks of Britney Spears and everyone else who had hot mic moment.
13:12Speaker, it's totally cool.
13:14And the race about number two.
13:15Exactly.
