00:00Together we can establish a division of labour that maximises our comparative advantages
00:07in Europe and Pacific, respectively.
00:12In my first weeks as Secretary of Defence, under President Trump's leadership, we've
00:15seen promising signs that Europe sees this threat, understands what needs to be done
00:21and is stepping up to the task.
00:22For example, Sweden recently announced its largest ever assistance package.
00:27We applaud them for committing 1.2 billion in ammunition and other needed material.
00:33Poland is spending 5% of GDP on defence already, which is a model for the continent.
00:38And 14 other countries are co-leading capability coalitions.
00:42These groups are doing great work to coordinate Europe's contributions of legal assistance
00:47across eight key capability areas.
00:52These are first steps.
00:54More must still be done.
00:56We ask each of your countries to step up on fulfilling the commitments you have made.
01:03And we challenge your countries and your citizens to double down and recommit yourselves not
01:09only to Ukraine's immediate security needs, but to Europe's long-term defence and deterrence
01:17goals.
01:19Our transatlantic alliance has endured for decades, and we fully expect that it will
01:26be sustained for generations to come.
01:30But this won't just happen.
01:33It will require our European allies to step into the arena and take ownership of conventional
01:40security on the continent.
01:43The United States remains committed to the NATO alliance and to the defence partnership
01:50with Europe.
01:52Full stop.
01:54But the United States will no longer tolerate an imbalanced relationship which encourages
02:00dependency.
02:02Rather, our relationship will prioritise empowering Europe to own responsibility for its own security.
