00:00The impeachment trial of Vice President Sara Duterte could be started after the President's session.
00:06The Impeachment Prosecution Panel plans to revoke the bank records of the Vice President.
00:11Witness, Tina Panganiban Perez.
00:13One of the 11 congressmen who formed the Impeachment Prosecution Panel
00:22revoked the bank records of Vice President Sara Duterte.
00:26Among the seven articles of impeachment against Vice President Duterte,
00:30the one that will be reviewed is unexplained wealth.
00:33And all of his wealth will not be declared in the Statement of Assets, Liability, Net Worth, or SAL-N.
00:39This is what is being done, not only in impeachment, but also in regular courts.
00:47Because impeachment is just one of the exemptions in the Bank Secrecy Law.
00:54What if Vice President Duterte suddenly resigns while the case is being investigated?
00:59Assuming for the sake of argument that he resigned in advance,
01:04our opinion here is that the penalty should be resolved, which is the disqualification.
01:12Because if he resigns, the only thing that can be resolved is the removal.
01:19But we will not decide on the other relief that we are asking for, which is the disqualification.
01:26There are already many lawyers who are voluntarily helping the Impeachment Prosecution Panel.
01:31How many can the impeachment trial be postponed
01:34that some impeachment prosecutors are insisting that it can be done even if the Congress is recessed?
01:41It's not a matter of hurrying or what, right?
01:44Our appreciation here is that this is a constitutional duty that we really need to address.
01:54So whether there is an election or not,
01:56it is my humble submission that we need to proceed right away.
02:01We know that our Constitution uses the words shall and forthwith.
02:09Shall means mandatory and forthwith means immediately.
02:18But of course, we will respect their opinion here.
02:25But the impeachment prosecutors have not seen a problem
02:29if the impeachment trial is extended to the 20th Congress.
02:33I wish to submit that the impeachment court is like any other court that if it is recessed,
02:42just like there were changes in the personality of the Senate,
02:46what you will just do is to continue where the previous sitting impeachment court judges ended.
02:55In the opinion of Senate President Francis Escudero,
02:58the impeachment trial will start in the next Congress.
03:02The impeachment rules need to be approved by the plenary
03:06and it can only be done on June 2 if the session is resumed.
03:10Then the pre-trial proceedings will be discussed.
03:14According to Escudero, after the Senate President's session on July 21,
03:19the impeachment trial will start.
03:22We have a lot to do before the actual impeachment court needs to sit and listen to anything.
03:30And within 6 days, even 30 days, it may not be over yet.
03:36That's what Senator Coco, our minority leader, said in an interview,
03:39that 10 days, 10 days, 10 days, 10 days, June 30 is over.
03:43Escudero also does not see a problem if the impeachment trial is extended to the 20th Congress.
03:49But whatever the decision of the 19th Congress,
03:52it can change the laws that will be legalized in the 20th Congress.
03:57We will cross the bridge when we get there.
03:59Because at any point in time, because it passed,
04:03the new Congress can always vote to withdraw the impeachment complaint.
04:07This is the first time this will happen.
04:10Everyone has the right to question this.
04:12But as I said, as long as the Supreme Court has no TRO,
04:17we will do whatever we think is right regarding this case.
04:21For GMA Integrated News, I am Tina Panganiban Perez, your witness.
