PDP leader and THA Assemblyman Watson Duke in responding to him being escorted out of the Assembly Chamber by police, on orders of the Presiding Officer said the Presiding officer in his opinion acted outside of the Standing Orders.
Transcript
00:00The Presiding Officer acted outside the limits conferred upon her by the Tobago House of Assembly Standing Orders.
00:09She's not the Speaker of the House, nor the President of the Senate. As such, she doesn't have sweeping powers.
00:16When coming to the conduct of the assembly business, she has provisions in the rule to conduct those matters.
00:25And if the rules are safe, she could therefore act outside of the rules to ensure the conduct of the business.
00:33But when coming to the conduct of assemblyman behavior, she has no powers in that.
00:39The rules does not provide for that. She cannot tell an assemblyman how to regulate.
00:44As such, she cannot remove an assemblyman from a sitting. She cannot do that.
00:51And I believe she acted outside of the law. And therefore, this is something that the public has to debate.
00:58She has to tone it down. And she has to be balanced in her conduct of the assembly business.
