00:00First of all, what can you say as a part of BIR in recognizing your acceptance

00:08from the 2024 Ease of Doing Business Convention organized by the Anti-Red Tape Authority or ARTA.

00:17Congratulations to BIR.

00:19Thank you very much.

00:20Of course, we are very happy with that recognition

00:24and this serves as an inspiration to our agency

00:29because we are showing that there are a lot of improvements happening here in BIR.

00:35The theme of what happened there is the metric Maximizing Efficiency

00:41through Regulation, Innovation, and Collaboration.

00:44So, through this award, it can be noticed

00:48that our agency really prioritizes operational efficiency, transparency,

00:53and providing a better service for our taxpayers.

00:57So, again, it's a recognition of a job well done to our hardworking BIR officials.

01:04Commissioner, what are the significant efforts that you and BIR did

01:11for its notable accomplishments to further enhance the agency's transparency and responsiveness?

01:19First of all, we are conducting open and discreet investigations

01:24because we are receiving a lot of complaints

01:28and we are also showing that our agency is acting on all of these complaints.

01:33That's why we were given one of the awards

01:42with the highest number of complaints resolved in our agency.

01:50We are also showing that BIR will address all of the concerns of our taxpayers

01:58and we will do our best to address all of these.

02:01Of course, our ongoing programs will further improve the service

02:06such as the digital transformation of our agency

02:08to reduce the number of complaints

02:11aside from resolving the actual complaints that we are receiving.

02:16What are the most common complaints that BIR is receiving?

02:20Most of them are related to systems.

02:23Most of the time, we are not able to resolve them immediately

02:29because it involves BIR's systems.

02:33That's why we are improving our systems in the long term

02:38and we are already in the process of procuring and fixing our systems.

02:46Another recognition that BIR received is the Top Requested Agency

02:51from the 2024 FOI Summit and Awards.

02:55How big is the difference in the public demand for information

03:00back then and now?

03:01And how is BIR addressing this?

03:04There has been a big change

03:06because before, not that many were receiving information from our agency.

03:13Now, we have noticed that there are a lot of sensitive information

03:19that we are not able to divulge easily.

03:22But the performance and tax collections,

03:25there are a lot of requests for studies

03:28and of course, it is necessary for our government to plan

03:32how the budgeting and funding of various projects will be done

03:36because BIR has a lot of revenues.

03:39When we received this award,

03:44we also saw that BIR is ready to share information

03:48and the information that we can share is readily available

03:52to help researchers and our government.

03:58How did you succeed in implementing the BIR Integrity Management Program?

04:05And what can you say about the recognition of BIR

04:09in the 5th State Conference on the United Nations Convention Against Corruption,

04:14Implementation and Review in Malacanang?

04:18We are proud of this because there are a lot of negatives

04:25that come out from our agency on the topic of corruption.

04:29That is why, as a commissioner,

04:32we gave attention to the importance of the Integrity Management Program of our agency.

04:38So, all the complaints against our employees

04:42and the investigations that we do there

04:45and the procedure of how it is done,

04:48we placed it better and faster.

04:51That is why, if you will notice,

04:54we also issued a lot of orders, suspension orders,

04:59and disciplinary cases,

05:01which were conducted properly.

05:03And the process became better.

05:05That is why, we were also recognized

05:09that the Integrity Management Program that we are implementing in our agency

05:14is good and follows the United Nations Convention on Anti-Corruption.

05:19Commissioner, a lot of medicines were added to the VAT exempt list.

05:25What is the importance of the continuous addition of VAT-free medicines by our agency?

05:32This is also a big thing for our countrymen.

05:36This is also part of the program of our President

05:40who wants to help our countrymen

05:43and help ease their situation.

05:47That is why, the continuous support of the BIR,

05:50even if the result is a reduction in our collection,

05:53we are implementing and adding VAT-exempt medicines

06:00such as cancer medicines, hypertension, diabetes.

06:04Those are the VAT-exempt medicines that we added.

06:09And our countrymen are already feeling that

06:13the prices of these medicines should be lower.

06:16Yes, and the number of VAT-exempt medicines is increasing.

06:21It is already cheaper because there is no VAT 12%.

06:25I just have to add, congratulations also, Sir,

06:28that your office has received the Arta Report Card Survey Silver Award.

06:35Yes.
