I see I can add some chemicals at the edge of driveway to prevent roots going under driveway, but this damage is already done now and I need to find a cost effective way to fix it. i also need to add roughly 2-3 feet on both sides of driveway to make it wider.

And, the thing about a root-rooter type device is that you have to be careful not to shatter other clay pipe sections when it snakes through.

Should I pull them up with my truck, or cut them down the lowest I can go with loppers? I don't want them to come back. I cannot use any sort of poison on them to kill the roots.

I agree with you, after you cleared the roots some copper sulfate or root destroyer available at any big box store will do it.
