I am aware that you should be able to search for other users if they don't initially show-up in the drop-down list, but searching always returns "No identities found".

Nov 5, 2018 · You are right, you should be able to assign any tasks to any Basic or Stakeholder level. In the drop-down list, not all the users appear, only the recent users, so just start typing the stakeholder/basic username and press enter, if the user is valid you will show the username and can assign the task on him.

Feb 14, 2020 · In the AssignedTo field inside Azure DevOps you can only select a specific user. This means that you are not able to assign work items to a group (TFS or AD group) out-of-the-box.
