If you want to do something a little different, Gifted is Tier S. Fast Shot and Small Frame are pretty good (Small Frame's drawback is a lot more relevant in Fallout 1 than 2); note that burst fire weapons can't be manually aimed, so if you're going to use burst guns, Fast Shot is all upside. Bloody Mess hard locks you into the worst ending.
