Cygnus' Damage Reflect has a cooldown of 80s since last cast. You can try to time the Reflect timings if you can't react fast enough to the animations. When I was soloing her at a lower range, what I did was to attack her when she's in the middle of her attack animations(non-DR one ofc), as her Reflect animation is quick.
