Once you find the store, you can interact with the pickaxe to buy it. This purchase will cost you 5,000C$, which is actually not much considering how useful this item is.

As for the use, the Pickaxe is needed to destroy some ice barriers in Fisch. On the way up, you could find a small cave near the third camp with a Blue Energy Crystal stuck in the ice.
